RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO PROVIDE A
GRANT TO THE MIAMI INTERNATIONAL FILM FESTIVAL
EVENT TO BE HELD DURING THE MONTH OF FEBRUARY,
2003, AT THE GUSMAN PERFORMING ARTS CENTER, IN
THE AMOUNT OF $5,000, AND WAIVING FEES FOR
IN-KIND SERVICES FROM THE DEPARTMENTS OF
POLICE, FIRE -RESCUE, MUNICIPAL SERVICES, SOLID
WASTE, AND PARKS AND RECREATION, IN AN
ADDITIONAL AMOUNT NOT TO EXCEED $5,000;
ALLOCATING FUNDS FROM THE SPECIAL EVENTS
ACCOUNT CODE NO. 001000921054.289;
CONDITIONING SAID AUTHORIZATIONS UPON THE
ORGANIZERS: (1) OBTAINING ALL PERMITS
REQUIRED BY LAW; (2) PAYING FOR ALL OTHER
NECESSARY COSTS OF CITY SERVICES AND
APPLICABLE FEES ASSOCIATED WITH SAID EVENT;
(3) OBTAINING INSURANCE TO PROTECT THE CITY IN
THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER;
AND (4) COMPLYING WITH ALL CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
MANAGER.
WHEREAS, Florida International University will conduct the
Miami International Film Festival ("MIFF") at the Gusman
Performing Arts Center during February, 2003; and
WHEREAS, MIFF is celebrating its twentieth anniversary and
has become a premiere showcase for the best crafted and most
compelling feature films from the United States, Europe, and

Asia, with a special focus on the finest in film from Latin
America, Spain and Portugal; and
WHEREAS, in its 20 -year history, the MIFF has presented
films from more than fifty countries, including the United
States and including world premiere films, many of which were
Oscar nominees and winners; and
WHEREAS, the City of Miami with its great cultural
diversity and its unique position as the United States Gateway
to Latin America is ideally suited to be the home of this
prestigious festival; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.

Section 2. The City Manager is authorizedil to provide a
grant to the Miami International Film Festival to be held during
the month of February 2003, at the Gusman Performing Arts
Center, in the amount of $5,000, and to waive fees for in-kind
services from the Departments of Police, Fire -Rescue, Municipal
Services, Solid waste, and Parks and Recreation, in an
additional amount not to exceed $5,000, with funds allocated
from the Special Events Account Code No. 001000921054.289.
Section 3. The herein authorizations are conditioned
upon the organizers: (1) obtaining all permits required by law;
(2) paying for all other necessary costs of City services and
applicable fees associated with said event; and (3) complying
with all conditions and limitations as may be prescribed by the
City Manager.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.V
1� The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.
If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

I respectfully request that this City Commission consider the following resolution
allocating $5,000.00 from Account Code No. 001000921054.289.in support of the
Miami international Film Festival at Gusman Performing Arts Center during
February, 2003,
The Miami International Film Festival is celebrating its twentieth anniversary this
year. This Festival has become a premiere showcase for the best crafted and
most compelling feature films from the United States, Europe, Asia, with a
special focus on the finest in film from Latin America, Spain and Portugal, in its
20 -year h istory, t he M iami i ntemational F ilm F estival h as p resented films from
over fifty countries, including over 125 U.S. and world premieres, among which
were included scores of Oscar nominees and winners.
The City of Miami with its great cultural diversity and its unique position as the
U.S. Gateway to Latin America is ideally suited to be the home of this prestigious
festival.
