A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE MARCH OF DIMES WALKAMERICA TO
BE HELD AT PEACOCK PARK, IN COCONUT GROVE,
MIAMI, FLORIDA, ON APRIL 5, 2003; AUTHORIZING
THE WAIVER OF ALL FEES AND PERMITS
PERMISSIBLE BY LAW FOR THE USE OF THE PUBLIC
RIGHT-OF-WAY AND THE PROVISION OF IN-KIND
SERVICES FROM THE DEPARTMENTS OF POLICE,
FIRE -RESCUE, MUNICIPAL SERVICES, SOLID WASTE,
AND PARKS & RECREATION, IN AN AMOUNT NOT TO
EXCEED $20,000; ALLOCATING FUNDS FROM ACCOUNT
NO. 001000921054.6.289, ENTITLED "SPECIAL
EVENTS FESTIVAL ACCOUNT"; CONDITIONING SAID
AUTHORIZATIONS UPON THE ORGANIZER:
(1) OBTAINING ALL PERMITS REQUIRED BY LAW;
(2) PAYING FOR ALL OTHER NECESSARY COSTS OF
CITY SERVICES AND APPLICABLE FEES ASSOCIATED
WITH SAID EVENT; (3) OBTAINING INSURANCE TO
PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED
BY THE CITY MANAGER; AND (4) COMPLYING WITH
ALL CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY MANAGER.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The waiver of all fees and permits
permissible by the Code of the City of Miami, Florida, as
amended, for the use of the public right-of-way and for the
provision of in-kind services, in an amount not to exceed

$20,000, by the Departments of Police, Fire -Rescue, Municipal
Services, Solid Waste, and Parks and Recreation, is authorized
for the March of Dimes WALKAMERICA, to be held at Peacock Park,
in Coconut Grove, Miami, Florida on April 5, 2003, with funds
allocated from Account No. 001000921054.6.289, entitled "Special
Events Festival Account."
Section 2. The herein authorizations are conditioned
upon the organizers: (1) obtaining all permits required by law;
(2) paying for all other necessary costs of City services and
applicable fees associated with said event; (3) obtaining
insurance to protect the City in the amount as prescribed by the
City Manager; and (4) complying with all conditions and
limitations as may be prescribed by the City Manager.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

& Marketing Committee on December I1, 2002 to requ"t approval
of the ch of Dimes Walk which is scheduled for Ap;'ril 5, 2003
and to se k a Waiver of fees for City services. the Coconut
Grove Sp Jai Events & basketing ca=ittee reccmnehds to the
City scion the waiver of fees for City services for the
March of Dimes April 5, 2003 event. Based on the! promoter's
first t' offer to work with the merchants to prate coconut
Grove bus nesses, the Comftittee also recommends th}t the City

RECOMMENDATION:
It is respectfully recommended the City Commission approve the March of Dimes
request for waiver of city fees and co-sponsorship in the amount not to exceed
$20,000.
BACKGROUND:
Ms. Julie E. Salas, Executive Director of March of Dimes, is appearing before the
City Commission to request in-kind service and fee waivers for their 34th annual
March of Dimes WalkAmerica taking place on Saturday, April 5th, 2003 at
Peacock/Myers Park in Coconut Grove. This Walk is considered the largest and
most successful walk in Miami, and approximately over 8,000 people attend
every year.
The organizers of the event have met with City staff, including the
Police Department and NET office, as well as with the Coconut
Grove Special Events & Marketing Committee, to discuss the
event. The Coconut Grove Special Events & Marketing
Committee has approved the event subject to compliance with
all rules and regulations prescribed by the City of Miami. The
event will require street closure on South Bayshore Drive from
McFarlane Road to Main Highway and through Old Cutler Road
and back.
