A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER'S ENGAGEMENT OF
MARLIN ENGINEERING, INC., SELECTED FROM THE
LIST OF PRE -APPROVED ENGINEERING FIRMS,
APPROVED BY RESOLUTION NO. 02-144, FOR THE
DESIGN DEVELOPMENT, PREPARATION OF BIDDING AND
CONSTRUCTION DOCUMENTS, AND CONSTRUCTION
ADMINISTRATION CONSULTING SERVICES RELATED TO
THE NORTHWEST 14' STREET PROJECT, AT SPECIFIC
COSTS TO BE DETERMINED BY (1) THE SCOPE OF
SERVICES REQUIRED FOR SAID PROJECT, AND (2)
TERMS AND CONDITIONS SET FORTH IN THE
AGREEMENT WITH MARLIN EXECUTED PURSUANT TO
RESOLUTION NO. 02-144; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR
SAID PURPOSE; AND ALLOCATING FUNDS IN AN
AMOUNT NOT TO EXCEED $134,600 FOR SERVICES AND
EXPENSES INCURRED BY THE CITY, FROM CAPITAL
IMPROVEMENT PROJECT NO. 341183, ENTITLED
"CITYWIDE STREET IMPROVEMENTS FY 2001-2005."
WHEREAS, the Department of Capital Improvements has
determined the immediate need for the Northwest 14th Street
Project, located on Northwest 14th Street between Northwest 27th
and 34th Avenues, Miami, Florida, consisting of widening the
existing two lanes to two driving and two parking lanes with
curb and gutter, sidewalk drainage, signage, and pavement
markings;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager's engagement of Marlin
Engineering, Inc., selected from the list of pre -approved
engineering firms, approved by Resolution No. 02-144, is
authorized for the design development, preparation of bidding
and construction documents, and construction administration
consulting services related to the Northwest 14th Street Project,
at specific costs to be determined by (1) the scope of services
required for said project, and (2) terms and conditions set
forth in the agreement executed with Marlin pursuant to
Resolution No. 02-144, with funds, in an amount not to exceed
$134,600 for services and expenses incurred by the City,
allocated from Capital Improvement Project No. 341183, entitled
"Citywide Street Improvements FY 2001-2005."

Section 3. The City Manager is authorized -11 to execute
the necessary documents, in a form acceptable to the City
Attorney, for said purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.V

1� The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.
zi If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached
Resolution authorizing the City Manager to negotiate and execute, in a form
acceptable to the City Attorney, a Professional Services Agreement with Marlin
Engineering, Inc., in a total amount not to exceed $134,600.00 for all consultants,
services and related expenses that will assist in the preparation of design
development phase, construction document phase, bidding and negotiation phase,
and construction administration phase for N.W.14th Street.
BACKGROUND
The project includes the design of the improvements consisting of the widening of
the existing two lanes on NW 14 Street to (2) two driving and (2) two parking lanes
with curb and gutter, sidewalk, drainage, signing and pavement markings all as
required. Funds have been identified from CIP Account #341183 entitled "Citywide
Street Improvements FY 2001-2005."
The proposed project area is located at N.W. 14th Street between N.W. 27th Avenue
and 34th Avenue.
