A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER'S ENGAGEMENT OF
WALLACE, ROBERTS & TODD, LLC, SELECTED FROM
THE LIST OF PRE -APPROVED PROFESSIONAL
CONSULTING FIRMS, APPROVED BY RESOLUTION
NO. 99-708, FOR THE DESIGN DEVELOPMENT,
PREPARATION OF BIDDING AND CONSTRUCTION
DOCUMENTS, AND CONSTRUCTION ADMINISTRATION
CONSULTING SERVICES RELATED TO THE BRICKELL
STREETSCAPE PROJECT, AT SPECIFIC COSTS TO BE
DETERMINED BY (1) THE SCOPE OF SERVICES
REQUIRED FOR SAID PROJECT, AND (2) TERMS AND
CONDITIONS SET FORTH IN THE AGREEMENT WITH
WALLACE, ROBERTS & TODD, LLC EXECUTED
PURSUANT TO RESOLUTION NO. 99-708;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR SAID PURPOSE; AND
ALLOCATING FUNDS, IN AN AMOUNT NOT TO EXCEED
$150,000, FOR SERVICES AND EXPENSES INCURRED
BY THE CITY, FROM CAPITAL IMPROVEMENT
PROJECT NO. 341184, ENTITLED "BUSINESS
DISTRICT STREET IMPROVEMENTS."
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager's engagement of Wallace,
Roberts & Todd, LLC, selected from the list of pre -approved
consulting firms, approved by Resolution No. 99-708, is
authorized for design development, preparation of bidding and

construction documents and construction administration
consulting services related to the Brickell Streetscape Project,
at specific costs to be determined by (1) the scope of services
required for said project, and (2) terms and conditions set
forth in the agreement executed with Wallace, Roberts and Todd,
LLC pursuant to Resolution No. 99-708, with funds, in an amount
not to exceed $150,000 for services and expenses incurred by the
City, allocated from Capital Improvement Project No. 341184,
entitled "Business District Street Improvements."
Section 2. The City Manager is authorized!/ to execute
the necessary documents, in a form acceptable to the City
Attorney, for said purpose.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor./
�i The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.
?� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

SUBJECT: Execution of Professional
Services Agreement for
Consulting Services for

It is respectfully recommended that the City Commission adopt the attached
Resolution authorizing the City Manager to negotiate and execute, in a form
acceptable to the City Attorney, a Professional Services Agreement with Wallace,
Roberts & Todd, LLC., in a total amount not to exceed $150,000.00 for all
consultants, services and related expenses that will assist in the preparation of
design development phase, construction document phase, bidding and negotiation
phase, and construction administration phase for Brickell Streetscape.
BACKGROUND
The project consists of designing and constructing streetscape improvements such
as a mall, prado or rambla along the center median including the adjacent sidewalks
with decorative pavement, decorative lighting, seating areas (street furniture),
gathering / plaza spaces, signage and landscaping. The street improvements will
include curbs & gutters, storm drainage, intersection enhancements and asphalt
resurfacing, all as required. Funds have been identified from CIP Account #341184
entitled "Business District Street Improvements."
The proposed project area is located at Brickell Avenue between 15th Road and
26th Road.

We are requesting your authorization to continue with negotiations with the firm o
Wallace, Roberts & Todd, LLC. (WRT) for the preparation of the design development
phase, construction document phase, bidding and negotiation phase, and construction
administration phase for the Brickell Avenue Streetscape project.
Before the CIP Department was created, the Planning Department had contracted with
WRT to provide the City of Miami with the development of the schematic design phase
of the project. To that effect, coordination meetings with the community and with the
Florida Department of Transportation and Miami -Dade County were conducted in order
to develop the schematic design.
At the time that WRT was preparing the schematic design, they had an existing contract
with the City through the Public Works Department. Their contract expired on December
6, 2002 and we believe that continuing their involvement in the project will benefit the
City by eliminating the need to start all over again with another consultant. Continuation
with WRT as the design consultant for this project will not only eliminate further delays
of the project, but it will maintain continuity, consistency and keep the costs/fees at a
reasonable level.
Pursuant to Florida Statutes, Chapter 287.055(3)a, we believe that it is in the City's best
interest, to continue to negotiate with WRT to provide us with the next phases of
documents for the Brickell Avenue Streetscape Project.
