HomeMy WebLinkAboutR-03-0070J-02-1057 12/12/02 RESOLUTION NO. 03— 0!0 A RESOLUTION OF THE MIAMI CITY COMMISSION BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE BIDDING PROCEDURES, AND APPROVING THE DEPARTMENT OF PUBLIC WORKS' ENGAGEMENT OF A MECHANICAL ENGINEER TO CONDUCT A STUDY FOR THE PURCHASE AND INSTALLATION OF A NEW AIR CONDITIONING SYSTEM AT THE POLICE DEPARTMENT'S NEW FORENSIC LABORATORY, IN AN AMOUNT NOT TO EXCEED $30,150; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690003, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE UNITED STATES DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING." BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. By a four-fifths (4/5ths) affirmative vote, the City Manager's finding of an emergency, waiving the requirements for competitive bidding procedures and approving the Department of Public Works solicitation for bids for a mechanical engineer to conduct a study for the purchase and installation of a new air conditioning system at the Police Department's new forensic laboratory, in an amount not to exceed $30,150, is ratified, approved and confirmed, with funds CITY COMMISSION MEVrM OF JAN 0 9 2003 RasMutim U0, 03- 070 allocated from the Law Enforcement Trust Fund, Project No. 690003, such expenditures having been approved by the Chief of Police as complying with the United States Department of the Treasury's "Guide to Equitable Sharing." Funding is available from the Law Enforcement Trust Fund, Project Number 690003. BACKGROUND Pursuant to Bid No. 01-02-165, the Purchasing Department solicited invitation for bids to furnish and install an air handler and condensing unit for the Police Department's Forensic Laboratory. During the mandatory pre-bid meeting it was determined that the installation of fresh air intake vents and heat calculations are necessary to ensure a safe working environment for the Identification Technicians due to the type of evidence processed and chemicals stored in the Forensic Laboratory. After reviewing the bid's scope of work, it was further determined that the bid would Have to be placed on hold until a qualified engineer has conducted the review study, prepared the blue prints and revised the scope of work to include recommendations necessary for the proper installation of the air handler and condensing unit in the Forensic Laboratory.
