A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE,
RATIFYING, APPROVING, AND CONFIRMING THE CITY
MANAGER'S FINDING OF AN EMERGENCY, WAIVING
THE REQUIREMENTS FOR COMPETITIVE BIDDING
PROCEDURES, AND APPROVING THE DEPARTMENT OF
PUBLIC WORKS' ENGAGEMENT OF A MECHANICAL
ENGINEER TO CONDUCT A STUDY FOR THE PURCHASE
AND INSTALLATION OF A NEW AIR CONDITIONING
SYSTEM AT THE POLICE DEPARTMENT'S NEW
FORENSIC LABORATORY, IN AN AMOUNT NOT TO
EXCEED $30,150; ALLOCATING FUNDS FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NO. 690003,
SUCH EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE UNITED
STATES DEPARTMENT OF THE TREASURY'S "GUIDE TO
EQUITABLE SHARING."
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. By a four-fifths (4/5ths) affirmative vote,
the City Manager's finding of an emergency, waiving the
requirements for competitive bidding procedures and approving the
Department of Public Works solicitation for bids for a mechanical
engineer to conduct a study for the purchase and installation of
a new air conditioning system at the Police Department's new
forensic laboratory, in an amount not to exceed $30,150, is
ratified, approved and confirmed, with funds

allocated from the Law Enforcement Trust Fund, Project No.
690003, such expenditures having been approved by the Chief of
Police as complying with the United States Department of the
Treasury's "Guide to Equitable Sharing."
Section 2. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying
the City Manager's emergency action authorizing the Department of Public Works to solicit bids
for a mechanical engineer to prepare heat calculation, duct work, air conditioning design and drop
ceiling work for a new air conditioning system to be purchased and installed at the new Forensic
Laboratory located at the Police Department's old Motor Pool, in an amount not to exceed
$30,150. Funding is available from the Law Enforcement Trust Fund, Project Number 690003.
BACKGROUND
Pursuant to Bid No. 01-02-165, the Purchasing Department solicited invitation for bids to furnish
and install an air handler and condensing unit for the Police Department's Forensic Laboratory.
During the mandatory pre-bid meeting it was determined that the installation of fresh air intake
vents and heat calculations are necessary to ensure a safe working environment for the
Identification Technicians due to the type of evidence processed and chemicals stored in the
Forensic Laboratory.
After reviewing the bid's scope of work, it was further determined that the bid would Have to be
placed on hold until a qualified engineer has conducted the review study, prepared the blue prints
and revised the scope of work to include recommendations necessary for the proper installation of
the air handler and condensing unit in the Forensic Laboratory.

The Police Department is requesting your authorization for an Emergency Purchase Order in order
for the Department of Public Works to solicit bids for a mechanical engineer to prepare heat
