A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS REGULAR
MEMBERS OF THE ZONING BOARD FOR TERMS AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed as regular members of the Zoning Board, each to serve
a term expiring January 12, 2003, or until the nominating
commissioner leaves office, whichever occurs first:

ENCLOSURES:
It is respectfully recommended that the City Commission accept the
recommendations of the Competitive Selection Committee by adopting
the attached resolution approving the selection of the most
qualified firm to provide "Professional Architectural Services
for four (4) new Fire Stations; and authorizing the City Manager
to negotiate and execute Professional Service Agreements with the
top rated firm.
BACKGROUND:
The City is proposing in the immediate future to construct four
(4) new Fire Stations, involving professional services. The
Public Works Department is insufficiently staffed to accomplish
all services required for these projects. It is necessary,
therefore, to engage private firms toprovide the said
professional services. The City intends to retain one (1)
architectural firm for the requested services.
In accordance with City of Miami Ordinance No. 9572, and as
authorized by Resolution No. 02-844, passed and adopted on July
25, 2002, a Competitive Selection Committee was appointed in
accordance with the provisions of Chapter 18 of the Miami City
Code.
The Committee members were as follows:
A. Badia, PE, Assistant Director, Public Works Department,
Chairperson
Terry Kwong, Chief Accountant, Finance Department
Thomas Flores, Assistant Chief, Fire Department
Victor Marzo, Architect II, Public Works Department
Frank Moore, captain, Fire Department
Julio Boucle, PE, URS Corporation
After certification and initial evaluation, the Selection
Committee personally interviewed twelve (12) firms in accordance

with the requirements and selection process outlined in the
Request for Proposals. Firms were then selected after ranking.
The three (3) top ranked firms selected are as follows:
1 M.C. Harry & Associates, Inc
2 Bermello, Ajamil & Partners, Inc
3 Ferguson Glasgow Schuster Soto, Inc.
The firm selected to begin the negotiations is the top ranked
firm, M.C. Harry and Associates, Inc. The resolution provides for
the City Manager to negotiate an agreement with the selected firm
for the professional services. If the City Manager and the top
ranked firm can not negotiate, the negotiations will terminate and
will begin negotiations with the second ranked firm. This process
may continue until a contract acceptable to the City has been
executed.

The Consultant Competitive Selection Committee has concluded the
selection process for the selection of One (1) architectural firm
for the preparation of plans of four (4) new Fire Stations. In
accordance with the requirements in the Request for Proposals
(RFP) 00-02-251 and the City Code, the following firms were the
three (3) top ranked firms evaluated to provide the requested
professional services:
1 M. C. Harry & Associates, Inc.
2 Bermello, Ajamil & Partners, Inc.
3 Ferguson Glasgow Schuster Soto, Inc.
The firm selected, as top ranked, to begin the negotiations was as
following:
M. C. Harry and Associates, Inc.
Enclosed is a copy of the memorandum and resolution prepared for
the City Commission's approval and authorization to negotiate a
professional service agreement with the selected firm. We sent a
letters of appreciation to all Committee members especially the
individual not employed by the City of Miami who generously gave
of their time to be members of the Selection Committee.
