HomeMy WebLinkAboutR-03-0046J-02-1047 11/27/02 RESOLUTION NO. 0 3— 0 4 6 A RESOLUTION OF THE MIAMI CITY COMMISSION BY A FOUR-FIFTHS (4/STIS) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES; AWARDING A CONTRACT TO MURRAY FENCE COMPANY, IN THE AMOUNT OF $4,275, FOR THE REPLACEMENT OF THE CHAIN LINK VINYL COATED FABRIC ON THE FENCE BEHIND THE POOL AT MORNINGSIDE PARK, AND AWARDING A CONTRACT TO TOTAL CONSTRUCTION AND MAINTENANCE CORPORATION, IN THE AMOUNT OF $17,950, FOR REPLACEMENT OF THE CONCRETE WALKWAYS AND CURBS ON THE EAST SIDE OF THE POOL; ALLOCATING FUNS IN THE AMOUNT OF $22,225 PLUS $2,500 FOR EXPENSES, FOR A TOTAL AMOUNT NOT TO EXCEED $24,725, FROM CAPITAL IMPROVEMENT PROJECT NO. 331369; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PROJECTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5tns) affirmative vote, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids and awarding the contract to Murray Fence Company, in the amount of $4,275, for CITY CGMUSSION NIE£T= Of? JAN 0 9 20013 ResohrWia No. 03 - 046 the replacement of the chain link vinyl coated fabric on the fence behind the pool at Morningside Park, and awarding a contract to Total Construction and Maintenance Corporation, in the amount of $17,950, for replacement of concrete walkways and curbs on the east side of the pool, are ratified, approved and confirmed; with funds allocated in the amount of $22,225 plus $2,500 for expenses, for a total amount not to exceed $24,725, from Capital Improvement Project No. 331369. Section 2. The City Manager is authorizedLI to execute all necessary documents with Murray Fence Company and Total Construction and Maintenance Corporation, in a form acceptable to the City Attorney, for said projects. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2/ 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2i If the Mayor does not sign this Resolution, It shall become effective at the end of ten calendar days from the date it was passed and adopted. DIAZ, MAYOR 03- 040 CITY OF MIAMI, FLORIDA 31 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members DATE: NOV 2i = FILE: of the City Commission SUBJECT: Resolution Ratifying the Manager's Finding of an Emergency for fur` Repairs at Morningside FROM: imene z REFERENCES: Park City Mana er ENCLOSURES: RECOM ENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution ratifying, approving and confirming the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids and awarding a contract to Murray Fence company, a Non-Minority/Local firm, located at 1776 N.W. 23rd Terrace, Miami, Florida 33142, in the amount of $4,275 for replacement of the vinyl coated fabric on the chain link fence behind the Morningside Park pool and also award a contract to Total Construction and Maintenance Corporation a Minority/Hispanic firm, located at 8890 Coral Way, Suite 218, Miami, Florida 33165, in the amount of $17,950 for replacement of concrete walkways and curbs on the east side of Morningside Park, with an additional reserve of $2,500 to complete both projects totaling $24,725 available from CIP No. 331369. BACKGROUND: On July 19, 2002, the Department of Parks and Recreation requested a finding of an emergency in order to proceed with informal bidding for repairs to the chain link fence and replacement of concrete walkways on the east side of the Morningside Park pool needed for the overall improvement to the park necessary to complete prior to the City's Employee Picnic held at the Park on August 24, 2002. SUBJECT: Emergency Finding for Repairs at Momingside Park FROM : Alberto Ruder, Director REFERENCES: Parks and Recreation Department ENCLOSURES: The purpose of this memorandum is to request your authorization to proceed with informal bidding and award to the lowest bidder, Murray Fence Company, a contract for the replacement of the chain link vinyl coated fabric on the fence behind the pool at Momingside in the amount of $4,275. In addition, authorization is also requested to proceed with informal bidding and award a contract to the lowest responsive bidder, Professional General Contractors, Inc., for the replacement of concrete walkways and curbs on the east side of the Momingside park pool, in the amount of $19,400. The request for an emergency finding is based on the need to implement these repairs at Morningside Park and to complete said repairs in time for the City's employee picnic on August 24"'. It should be noted that this work is needed for the overall improvement of the park and needs to be done even if the picnic was not scheduled at this facility. Since we don't have funding for this project, we are requesting that you authorize the Budget Department Director to identify funding in the amount of $26,175 including $2,500 for contingency. We need your authorization to proceed with immediate replacement of the chain link fence vinyl coated fabric and repair of the walkway through an informal bidding process. Once the work is completed, this item will be placed as soon as possible on a Commission Agenda for ratification. Accordingly, this vendor replaces the bid from Professional General Contractor's, Inc. of $19,400 as the lowest bidder. Because of the urgency to move forward on contracting said vendor, and the fact that approval from the City Manager for this project has already been received.
