Funding for this acquisition was allocated from the Capital Improvement Project No. 313306, Account Code No. 289307.6.830, as funded by the Homeland Defense/Neighborhood Improvement Bonds. BACKGROUND On January 24, 2002, the City Commission adopted Ordinance No. 12182, which amended the FY 2002 Annual Appropriations Ordinance No. 12128, to immediately deploy two (2) additional rescue units in the Fire -Rescue Department in order to improve the emergency response time in certain critical areas. As a result, two (2) new fire stations are needed to house the additional fire personnel and equipment necessary for patient care. In an effort to address this need, the Department of Fire -Rescue relocated three (3) fire personnel per shift (A, B, and C) to Rescue 13, which is temporarily located at Fire Station No. 9, 69 N.E. 62 Street, and Rescue 14, located at Shenandoah Park Building, 2111 S.W. 19 Street on a 24 hour basis. Since February 2002, the Fire -Rescue Department has been wor&g with the Asset Management Department in an effort to identify property for sale in the appropriate territory, and then establish a professional architect to design the new stations. Because of the length of time to complete the construction of the new fire stations, the Department of Fire -Rescue had a critical need to lease two (2) 24' X 60' modular trailers to temporarily house fire rescue personnel assigned to Rescues 13 and 14 for approximately 36 months on a 24 hour basis. These trailers are necessary during the construction of the two (2) new fire stations, and to continue housing the fire rescue personnel assigned to Rescues 13 and 14 within their first alarm territory to better serve their communities. Rescue 13 will be temporarily stationed at 185 N.E. 82 Terrace (City owned parking lot), and Rescue 14 at 2111 S.W. 19 Street (Shenandoah Park). 03- 040 Honorable Mayor and Members of the City Commission Page 2 of 2 The Department of Fire -Rescue prepared specifications and submitted them to vendors for informal bids. Two (2) informal quotes were received and it was determined that GE Capital Modular Space was the most responsive and responsible respondent. Based upon this situation, the City Manager made a finding that a valid emergency existed and authorized the issuance of an emergency purchase order for the lease of two (2) 24' X 60' modular trailers from GE Capital Modular Space, to continue providing adequate levels of fire -rescue services to the citizens and visitors of the City of Miami. At the City of Miami Commission meeting held on January 10, 2002, the City Commission expressed its desire to fund two additional rescue units in the Fire -Rescue Department in order to improve emergency response times. The estimated cost of adding 26 uniformed personnel and other operating costs to deploy two additional rescue units in Fiscal 2002 amounts to M0,000. The funding for the deployment in Fiscal 2002 will be from the reallocation of Strategic Initiative funds previously appropriated for the Flagler First Condominium Project. The Flaeler First Condominium Project will now be funded with an increase in the estimated revenues from parking surcharge in Fiscal 2002. The funding of the two additional rescue units in Fiscal 2003 will be accomplished through recurring expense reductions.
