A RESOLUTION OF THE MIAMI CITY COMMISSION
BY A FOUR FIFTHS (4/5TIS ) AFFIRMATIVE VOTE,
RATIFYING, APPROVING AND CONFIRMING THE
CITY MANAGER'S FINDING OF AN EMERGENCY,
WAIVING THE REQUIREMENTS FOR FORMAL BIDS,
AND AWARDING A CONTRACT TO GANCEDO
TECHNOLOGIES, INC., FOR THE PROJECT
ENTITLED "GIBSON PARK SPORTS LIGHTING
SYSTEM REPAIRS, B-6410", CAPITAL
IMPROVEMENT PROJECT NO. 331341; FOR A
PROPOSED AMOUNT NOT TO EXCEED $101,081,
PLUS $15,662.15 FOR ESTIMATED EXPENSES, AS
APPROVED BY THE CITY MANAGER, FOR AN
ESTIMATED TOTAL CONTRACT COST OF
$116,743.15; ALLOCATING FUNDS FROM THE SAFE
NEIGHBORHOOD PARKS BOND PROGRAM.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. By a four-fifths (4/stns) affirmative vote,
the City Manager's finding of an emergency, waiving the
requirements for formal bidding procedures and awarding the
contract to Gancedo Technologies, Inc., for the Project entitled
"Gibson Park Sports Lighting System Repairs, B-6410", Capital
Improvement Project ("CIP") No. 331341, is ratified, approved and
confirmed, in the proposed amount of $101,081.00, plus $15,662.15

for estimated expenses incurred by the City, for a total
estimated contract cost amount not to exceed $116,743.15, with
funds allocated from the Safe Neighborhood Parks Bond Program,
Capital Improvement Project No. 331341.
Section 2. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor."

1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached
resolution ratifying the City Manager's finding that a valid Emergency exists
concerning the time constraints to complete the work, waving formal bidding
procedures, and authorizing the City Manager to enter into a contract on behalf of
the City with Gancedo Technologies, Inc., whose principal is Carlos Gancedo,
president, a company located at 601 SW 57 Avenue, Miami, Florida, for the project
entitled, GIBSON PARK SPORTS LIGHTING SYSTEM REPAIRS, B-6410, CIP No.
331341, received on April 30th, 2002, in the amount of $101,081.00 total bid.
BACKGROUND
The project consists of providing security lighting to unlit areas, and replacing
sports light fixtures that are old and obsolete. The sports lighting systems had to
be repaired to meet generally accepted lighting standards, and be fully operational
prior to the scheduled sports activities. Funding is allocated from the Safe
Neighborhood Parks Bond (SNPB) program. On April 30th, 2002, the Department of
Public Works received bids from three (3) qualified contractors. The Department
of Public Works deemed Gancedo Technologies, Inc. to be the lowest responsible
and responsive bidder, in the amount of $101,081.00, and instructed said company
to commence with the work to avoid further delays.

for Gibson Park lighting project

This memorandum serves to request a waiver of formal bidding requirements for the
replacement of the sports lighting equipment at Gibson Park, C.I.P. No. 331341.
The sports lighting equipment installed on the poles at the ballfield and
tennis/ basketball courts of Gibson Park are approximately twenty five (25) years old,
and no longer provide enough lighting to meet generally accepted lighting standards.
The light fixtures are no longer manufactured, and there are no parts available for
repairs. It is imperative that these lights be replaced as soon as possible in order not to
have an adverse impact on the many sports activities that take place at this facility
throughout the year. There is $150,000 available from Safe Neighborhood Parks Bond
to cover the work and incidental costs for the project.
If this meets with your approval, please indicate by signing below. This item will be
placed on the next available commission agenda for ratification.
