BACKGROUND The Bayfront Park Management Trust was created by the Miami City Commission to direct, operate, manage and maintain all aspects of Bayfront Park with the goal of ensuring maximum community involvement. Notification of an electrical violation (Reference # CR 01-11452) was received on August 26, 2002, from Orestes Castillo, Chief, Electrical Section, of the City of Miami warranting "hazardous wiring conditions" existing at Bayfront Park's Mildred and Claude Pepper Fountain and pump house. The Trust at the September 30, 2002, Board meeting authorized the Executive Director to proceed with this emergency repair through Resolution No. 02-056. Staff immediately put this project out to bid using the City of Miami approved contractor list. A pre-bid meeting was held at Bayfront Park where four contractors participated.
