RESOLUTION NO. 03— 027
A RESOLUTION OF THE MIAMI CITY COMMISSION
SUPPORTING THE CREATION OF A REGIONAL
TRANSPORTATION AUTHORITY ("RTA") FOR
IMPLEMENTATION OF STRATEGIC TRANSPORTATION
INVESTMENTS, INCLUDING EXPANSION OF LOCAL AND
REGIONAL PASSENGER SERVICES IN THE FLORIDA
EAST COAST RAILWAY (FEC) CORRIDOR, TO MEET
GROWING TRANSIT NEEDS AND TO COMPLEMENT THE
GROWTH OF GOODS MOVEMENT IN THE SOUTHEAST
FLORIDA REGION; FURTHER SUPPORTING THE
RECOMMENDATIONS CONTAINED IN THE SOUTH
FLORIDA TRANSIT ANALYSIS RELATED TO THE NEED
FOR TRANSIT SERVICE EXPANSION, AND
ENCOURAGING LOCAL GOVERNMENTS TO ENTER INTO
INTERLOCAL AGREEMENTS TO IMPLEMENT THE
RECOMMENDATIONS; FURTHER DIRECTING THE CITY
MANAGER TO TRANSMIT A COPY OF THIS RESOLUTION
TO THE HEREIN DESIGNATED OFFICIALS AND
AGENCIES.
WHEREAS, in 1997-1998, cities and counties in the Southeast
Florida region began to meet on a continuing basis to approve
resolutions requesting State and Federal transportation agencies
to negotiate with the Florida East Coast Industries, Inc. (FECI)
toward inclusion of passenger service within the Florida East
Coast Railway (FEC) corridor, serving the cities of Florida's
east coast from Jacksonville to Miami, and
WHEREAS, the Florida Department of Transportation (FDOT) in
its 2020 and 2025 Mission Statements called for safe

interconnected statewide transportation systems for Florida's
citizens and visitors.to ensure mobility of people and goods; and
WHEREAS, FDOT and its affiliated regional offices are
required to consider the expansion and enhancement of rail
systems in Florida to respond to statewide mobility needs; and
WHEREAS, the FEC Corridor right-of-way represents an
important and strategic transportation corridor that provides
vital freight rail service to and from South Florida; and
WHEREAS, a new trend in economic growth is underway along
the FEC Corridor, resulting in the building of compact
residential and commercial development, to accommodate tens of
thousands of new residents and hundred of thousands of square
feet of office space within convenient traveling distance of the
corridor; and
WHEREAS, in 2001 the Regional Transportation
Organization (RTO) began a strategic plan entitled "South Florida
Transit Analysis" funded by a collaboration of cities and
regional business groups and outlining transit corridor expansion
alternatives including the FEC Corridor; and
WHEREAS, the RTO is considering its conversion into a
Regional Transit Authority (RTA) in coordination with the Tri -
County Commuter Rail Authority (Tri -Rail) area -wide land planning
agencies, including FDOT, and the Metropolitan Planning
Organizations (MPO's) of Miami -Dade, Broward, and Palm Beach
Counties, toward the creation of regional passenger

transportation services, and will be seeking Federal, State and
other funding to implement these services; and
WHEREAS, rail services for local and regional passengers in
the FEC Corridor could connect to the existing single corridor of
Tri -Rail and provide Florida visitors, workers, residents and
transportation disadvantaged in all categories with better
transit service, reduced reliance on private automobiles,
decreased roadway congestion, increased mobility, and enhanced
ridership on all existing services; and
WHEREAS, the economic future and vitality of the City of
Miami, and the welfare of its business community and its
citizens, is dependent upon the creation and maintenance of a
regional transportation system that will move people and freight
throughout the region, reducing dependency on the private
passenger vehicle and congested highway systems, and maximizing
the value of public and private capital investment in the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The creation of a Regional Transportation
Authority for implementation of strategic transportation

investments, including expansion of local and regional passenger
services in the Florida East Coast Railway (FEC) Corridor, to
meet growing transit needs and to complement the growth of goods
movement in the Southeast Florida Region is supported by the City
Commission.
Section 3. The City Commission supports the
recommendations contained in the South Florida Transit Analysis
related to the need for transit service expansion within or along
the FEC Corridor area to the extent that passenger services be
added without negatively affecting current or future urban
transit and freight operations, and further encourages local
governments to enter into interlocal agreements, in a form
acceptable to the City Attorney, to implement the
recommendations.
Section 4. The City Manager is directed to transmit a
copy of this Resolution to all members of the Miami -Dade County
Legislative Delegation, and the Board of County Commissioners and
Metropolitan Planning Organizations for Miami -Dade, Broward, and
Palm Beach Counties, and the staff and memberships of the
Regional Transportation Organization, Florida Department of
Transportation, Florida League of Cities, Miami Community
Redevelopment Authority, City of Miami Downtown Development
Authority, Miami Exhibition and Sports Authority, Miami Parking
Authority, and the Florida East Coast Industries, Inc.

Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.
