A RESOLUTION OF THE MIAMI CITY COMMISSION
RESCINDING RESOLUTION NO. 02-1041 AND THE BID
AWARDED TO HPI INTERNATIONAL, INC. PURSUANT
TO SAID RESOLUTION; FURTHER ACCEPTING THE BID
OF PITMAN PHOTO, INC. FOR THE PROCUREMENT OF
POLAROID FILM TO BE UTILIZED BY VARIOUS USER
DEPARTMENTS AND AGENCIES CITYWIDE, ON AN
AS -NEEDED CONTRACT BASIS FOR A ONE-YEAR
PERIOD WITH THE OPTION TO RENEW FOR TWO
ADDITIONAL ONE-YEAR PERIODS; ALLOCATING FUNDS
FROM INDIVIDUAL DEPARTMENTAL ACCOUNTS OF
VARIOUS USER DEPARTMENTS AND AGENCIES,
SUBJECT TO BUDGETARY APPROVAL.
WHEREAS, Resolution No. 02-1041, adopted September 26,
2002, awarded a bid to HPI International, Inc. ("HIP"), for the
purchase of Polaroid film, for the Department of Purchasing to
be utilized by various user departments and agencies, on an
as -needed contract basis for one year, with the option to renew
for two additional one-year periods; and

WHEREAS, due to HIP's failure to maintain a fully stocked
office/warehouse within the geographical boundaries of Miami -
Dade County, as specifically required by the contract, the City
Commission wishes to rescind HIP's award and award the bid to
Pitman Photo, Inc., the second lowest bidder under the same
prices, terms and conditions pursuant to Bid No. 01-02-184; and
WHEREAS, funds will be allocated from individual
departmental accounts of the various user departments and
agencies, subject to approval prior to usage;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Resolution No. 02-1041 and the bid awarded
to HPI thereto are rescinded.
Section 3. The bid of Pitman Photo, Inc. for the
procurement of Polaroid film, for the Department of Purchasing
to be utilized by various user departments and agencies Citywide
is accepted, on an as -needed contract basis for a one-year
period, with the option to renew for two additional one-year
periods is accepted, with funds allocated from individual
departmental accounts of various user departments and agencies,
subject to budgetary approval.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

RECOMMENDATION
It is recommended that the City Commission adopt the attached Resolution rescinding award to
HPI International, Inc., awarded under Resolution No. 02-1041, and awarding to Pitman Photo,
Inc., Non-Minority/Miami Dade County vendor, the next lowest responsible and responsive bidder
under Bid No. 01-02-184.
BACKGROUND
Resolution No. 02-1041, adopted September 26, 2002, accepted bid of HPI International, Inc.,
awarded under Bid No. 01-02-184, for the furnishing of Polaroid Film Citywide, on as -needed
contract basis for one year with the option to extend for two (2) additional one year periods, for
the Department of Purchasing to be utilized by various City departments and agencies, authorizing
said purchases as needed, subject to availability of funds.
HPI International, Inc. has failed to maintain a fully stocked office/warehouse within the
geographical boundaries of Miami -Dade County, as specifically required by the contract; therefore
amending Resolution No. 02-1041, to rescind award to HPI International, Inc. and award to
Pitman Phpto,,pInc. , the next lowest responsible and responsive bidder.

Dear Mr. Elsea:
On September 26, 2002, the City of Miami awarded the above subject contact to HPI International, Inc.
for the furnishing of Polaroid Film on an as needed contract basis. The City is in the process of
rescinding such award, due to the vendor's inability to comply wfth certain contractual requirements, and
recommend award to the next lowest bidder. Your company submitted the second lowest responsible
and responsive bid. -and we are: therefore, requesting that you advise whether you would sal honor the
bid prices and abide by an terms and conditions. See attached copy of your bid. You are to indicate
below whether you agree to provide Polaroid Film as stipulated in your bid, upon approval by the City
Commission.
