ORDINANCE NO. 12397
A EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: `2003 OUTREACH
PROJECT TO HOMELESS DETAINEES" AND
APPROPRIATING FUNDS, IN THE AMOUNT OF
$84,097.67, CONSISTING OF A GRANT FROM THE
STATE OF FLORIDA, GRANT-IN-AID PROGRAM TO
PROVIDE, FOR A ONE-YEAR PERIOD, OUTREACH,
ASSESSMENT, PLACEMENT AND TRANSPORTATION
SERVICES TO HOMELESS DETAINEES BEING
RELEASED FROM THE DADE COUNTY JAIL;
AUTHORIZING THE CITY MANAGER TO ACCEPT THE
GRANT AWARD AND EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE; FURTHER
AUTHORIZING THE ALLOCATION OF SAID FUNDS FOR
IMPLEMENTATION OF THE PROJECT CONTAINING A
REPEALER PROVISION, A SEVERABILITY CLAUSE
AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following new Special Revenue Fund is
established and resources are appropriated as described below:
FUND TITLE: 2003 OUTREACH PROJECT TO HOMELESS
DETAINEES
RESOURCES: STATE OF FLORIDA
GRANT-IN-AID PROGRAM $84,097.67
APPROPRIATIONS: $84,097.67

Section 2. The appropriation is contingent upon the
receipt of the grant from the State of Florida and the City
Manager's acceptance thereof.
Section 3. The City Manager is authorized!' to accept a
grant award from the State of Florida, Grant -In -Aid Program, in
the amount of $84,097.67, and execute the necessary documents,
in a form acceptable to the City Attorney, for said purpose.
Section 4. The allocation of funds in the amount of
$84,097.67 for the implementation of the project is authorized.
Section 5. All ordinances or parts of ordinances,
insofar as they are inconsistent or in conflict with the
provisions of the Ordinance are repealed.
1� The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.

Section 6. If any section, part of section, paragraph,
clause, phrase or word of this is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance is declared to be an
emergency measure on the grounds that of urgent public need for
the preservation of peace, health, safety, and property of the
City of Miami, and upon further grounds of the necessity to make
the required and necessary payments of its debts, purchases of
goods and supplies, and to generally carry on the functions and
duties of municipal affairs.
Section 8. The requirement of reading this Ordinance on
two separate days is dispensed with by an affirmation vote of
not less than four-fifths of the members of the Commission.
Section 9. This Ordinance shall become effective
immediately upon its adoption and signature of the Mayor./
zi This Ordinance shall become effective as specified herein unless
vetoed by the Mayor within ten days from the date it was passed
and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City
Commission or upon the effective date stated herein, whichever is
later.

RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and the City Commission adopt
the attached Emergency Ordinance to create a new Special Revenue Fund called 2003
Outreach Project to Homeless Detainees and to appropriate and expend said funds not to
exceed $84,097.67 over a period of one year. The State of Florida allocated these funds
to the Miami -Dade County Homeless Trust. The Homeless Trust awarded said funds to
the City of Miami for the Mian Homeless Assistance Program (MHAP). The services
to be provided are: Outreach, assessment, placement and transportation to homeless
detainees being released from the Dade County Jail, located in the City of Miami.
BACKGROUND
In May 2003, The Miami -Dade County Homeless Trust announced the issuance of a
State of Florida Grant -In -Aid program request for proposals. One of the components
provided funds for outreach to homeless detainees.
To enhance the quality of life in the City of Miami, the Miami Homeless Assistance
Program submitted a proposal. All services proposed are consistent with the City of
Miami's Five Year Plan submitted to US HUD, Miami -Dade Homeless Trust's Homeless
Plan, and Miami -Dade County's Social Service Master Plan.
In June 2003, the State of Florida awarded the City of Miami (for the Miami -Homeless
Assistance Program) a grant to provide outreach, assessment, information, referral,
placement, and transportation back to the point of arrest to homeless detainees being
released from the county jail located in the City of Miami.
