ORDINANCE NO. 12364
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION AMENDING CHAPTERS 2/ARTICLE XI AND
54/ARTICLE IX OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED, ENTITLED
"ADMINISTRATION/ BOARDS, COMMITTEES,
COMMISSIONS AND STREETS AND SIDEWALKS/
STREETS AND SIDEWALKS, TO REDUCE THE NUMBER
OF MEMBERS REQUIRED FOR A QUORUM TO CONVENE A
MEETING OF THE COCONUT GROVE SPECIAL EVENTS
AND MARKETING COMMITTEE AND TO PROVIDE FOR
ASSIGNMENT OF PERSONNEL; MORE PARTICULARLY BY
AMENDING SECTION 2-887 AND SUBSECTIONS 54-342
(c) and (d)(1), AND ADDING NEW SUBSECTION
54-352(8) TO SAID CODE; CONTAINING A REPEALER
PROVISION, SEVERABILITY CLAUSE AND PROVIDING
FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Chapter 2, Article XI, of the Code of the
City of Miami, Florida, as amended, entitled "ADMINISTRATION,
BOARDS, COMMITTEES, COMMISSIONS" is amended in the following
particulars:l/

ADMINISTRATION
BOARDS, COMMITTEES, COMMISSIONS
STANDARDS FOR CREATION AND
REVIEW OF BOARDS GENERALLY
Quorum requirements; exceptions.
(a) Except for those boards listed in subsection
(b) herein below, a quorum for all boards' meetings,
shall consist of 50 percent plus one of the board's
total membership. The decision of a majority of the
board members present and voting at a meeting at which
a quorum is present shall be the decision of the board.
(b) The following boards are subject to quorum
requirements as provided for elsewhere in this Code:
Bayfront Park Management Trust
Brownfields Advisory Board
Coconut Grove Special Events and Marketina
Committee
Equal Opportunity Advisory Board
International Trade Board
Miami Commission on the Status of Women
Parking Advisory Board
Street Codesignation Review Committee
Urban Development Review Board
Section 2. Chapter 54, Article IX, of the Code of the
City of Miami, Florida, as amended, entitled "STREETS AND
SIDEWALKS, COCONUT GROVE SPECIAL EVENTS DISTRICT, is amended in
the following particulars:/

Article IX. COCONUT GROVE SPECIAL EVENTS DISTRICT
Sec. 54-342. Coconut Grove special events and
marketing committee.
(c) Composition;

All meetings of the Committee shall be open
to the public. The members present shall
constitute a quorum for the purpose of
convening a meeting. Each voting member
shall have one vote on every issue submitted_
to a vote of the committee. An affirmative
vote of not less than fifty percent (50%) of
the members present and voting at any meeting
is required for any action to be taken by the

(g) Assignment of personnel.
The executive director of the department of off-
street parking shall be responsible for providing
necessary staffing and support services to permit the
Committee to perform its functions as set forth herein
and shall designate an executive secretary for the
committee.
The City Manager shall provide full cooperation
and support by assigning administrative liaison(s) from
various departments to attend Committee meetings when
requested by the Committee and to perform such other
duties as deemed necessarv.

clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 5. This Ordinance is declared to be an emergency
measure on the grounds of urgent public need for the preservation
of peace, health, safety, and property of the City of Miami.
Section 6. The requirement of reading this Ordinance on
two separate days is dispensed with by an affirmative vote of not
less than four-fifths of the members of the Commission.

Section 3.

of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are repealed.

Section 5. This Ordinance is declared to be an emergency
measure on the grounds of urgent public need for the preservation

Section 6. The requirement of reading this Ordinance on
two separate days is dispensed with by an affirmative vote of not
less than four-fifths of the members of the Commission.

Section 7. This Ordinance shall become effective
immediately upon its adoption and signature of the Mayor.31

3� If the Mayor does not sign this Ordinance, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Ordinance, it shall
become effective immediately upon override of the veto by the
City Commission.
