HomeMy WebLinkAboutO-12362J-03-337 04/03/03 ORDINANCE NO. 12 3 } AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING ORDINANCE NO. 11418, AS AMENDED, ADOPTED ON DECEMBER 12, 1996, WHICH ESTABLISHED INITIAL RESOURCES AND APPROPRIATIONS FOR THE SPECIAL REVENUE FUND ENTITLED, "PARTNERSHIP FUND;" TO INCREASE APPROPRIATIONS TO THE FUND, SAID FUNDS RECEIVED AND ACCEPTED AS DONATIONS FROM VARIOUS PRIVATE ORGANIZATIONS, IN THE AMOUNT OF $26,899; AUTHORIZING THE DEPARTMENT OF POLICE TO ACCEPT DONATIONS FROM VARIOUS PRIVATE ORGANIZATIONS TO BE DEPOSITED IN SAID SPECIAL REVENUE FUND; FURTHER AUTHORIZING THE DEPARTMENT OF POLICE TO EXPEND SAID FUNDS ON COMMUNITY EVENTS AND IN-HOUSE PROGRAMS INCLUDING THE PUBLICATION OF THE DEPARTMENT'S ANNUAL REPORT; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. WHEREAS, the City of Miami Police Department ("Police Department") sponsors numerous community events, and in-house programs, including publication of the Police Department's Annual Report as a depository for the acceptance of the monetary donations; and WHEREAS, various private organizations are and have been willing to make monetary donations to offset costs associated with these purposes; and WHEREAS, Ordinance No. 11418, adopted December 12, 1996, established initial resources and initial appropriations for the Special Revenue Fund entitled "Partnership Fund," in the amount of $26,899 as a depository for the acceptance of the monetary donations; and WHEREAS, Ordinance No. 11418 was amended by Ordinance No. 11891, on February 10, 2000, to increase the Special Revenue Fund by $25,000, from $25,00 to $50,000; and WHEREAS, the continued acceptance and expenditure of said funds are authorized by the City Commission, and WHEREAS, all purchases must comply with applicable City Code purchasing requirements; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Section 2 of Ordinance No. 11418, adopted December 12, 1996, as amended by Ordinance No. 11891, adopted, February 10, 2000, which established resources and appropriations for the Special Revenue Fund entitled "Partnership Fund," is further amended in the following particulars::/ 1/ Words and/or figures stricken through shall be deleted. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. It is respectfully recommended that the City Commission adopt the attached Ordinance amending Ordinance No. 11418, which established initial resources and initial appropriations for a Special Revenue Fund entitled: "Partnership Fund," hereby authorizing the use of said fund to sponsor various community events and in-house programs, including publication of the Police Department's Annual Report, and increasing appropriation to said fund in the amount of $26,899. BACKGROUND The Miami Police Department sponsors numerous community events such as: National Night Out, Holiday Affair in the Park, Crime Prevention Fair, Thanksgiving Basket Give Away, etc. The department also utilizes this fund for the publication of the Police Department Annual Report, which is distributed throughout the community and other law enforcement agencies. Various private organizations are and have been willing to make monetary donations to offset costs associated with these purposes. Monies collected through these donations established the Miami Police Department's Special Revenue "Partnership Fund." This Special Revenue Fund provides for a depository of the donated monies until it is needed for appropriate expenditures. The General Fund of the department, because of these donations, also realizes savings for expenses that otherwise would have to be absorbed by General Fund monies.
