Commissioners to get first official look at airport proposal- Tuesday

Miami-Dade's airports could be in inde-
pendent hands by year's end if the county
commission approves a plan to create an
aviation authority.
Aproposal finished lastweekwould trans-
fer day-to-day operations at Miami Interna-
tional, along withMiami-Dade County's four
other airports, from the hands ofthe county
commissioners to an aviation authority of
seven appointed members.
The commissioners will get their first
chance' to react to the proposal for Miami
International, Opa-locka, Opa-locka West,
Kendall-Tamiami Executive and Homestead
airports during their Tuesday meeting.
The plan then will either go to the transpor-
tation comm ittee or bypassthat group and go
straight to a public hearing in six weeks,
Commission Chair Barbara Carey -Shuler
said.
Majorpoints ofdebate asthe study group
wrapped up the proposal included the rela-
tionship between the airport authority and
registered lobbyists, whetherelected officials
should serve on the authority and how pro-
curements would be handled.
In the end, the group voted that a member
could not be aregisteredthird-party lobbyist
three years prior to and after serving a term
on the authority, and members couldn'thave
a director indirect business relationship with
the airport durin 2 their term.
The group was created by a commission-
approvedproposal in April and introduced by
Ms. Carey -Shuler. The 15-membergroup's
mission was to submit a proposal to the
commission foran authoritytorun day-to-day
operations o f al l the county airports, with the
commission playing anoversight role.
Although the groupvoted atone ofits first
meetingsto ban sitting elected officials from
serving on the authority, last week the group
reversed the decision.
"Electedofficials liveto fightanotherday,"
the group's chairman,NeisenKasdin, said.
Some members said elected officials have
no place on the authority because it creates a
conflict of interest for elected officials withan
airport in their municipalityor elected officials
whose campaign financing is tied to busi-
nesses that work with the airport.
"Elected officials havecampaignsthatneed
to be financed," member Mario Artecena
said at the Sept. 12 meeting. "It opens a can
ofwormswe could easily avoid."
But other members said non -elected offi-
cials are just as susceptible to corruption and
conflicts of interest as elected officials. Other
members saidtheproposalwouldnotpassthe
county commission ifelected officials were
banned.
"Ifyou appointbad people it doesn'tmatter
if you have rules because they will break
them," Mr. Kasdin said. "There is more
opportunity for secrecy with non -elected of-
ficials than elected officials because every -

During its last meeting the group al so voted
thattheauthoritywoulddevelopprocurement
policies related to construction, airport con-
cession and goods and services.
An aviation authority would be required to
retain existing airportemployee contracts, the
group voted last week. It would also have to
recognize existing laborunions.
Main elements of the final resolution to
create an authority include:
■Seven voting members; four appointed
by commissioners, one appointed by commis-
sion chair, one appointed by Miami -Dade
County mayor, one appointed by Governor.
The authority would elect its own chair and
vice chair once a year.
■Members could not serve more than two
consecutive four-year terms and will not be
paid.
EThe aviationdirectorwill be in charge of
the administrative branch ofthe authority and
carry out the policies created by the authority.
NA two-thirds vote by the county commis-
sion would be required to remove a member
from the authority orto amend or repeal the
ordinance creating the authority.
■Most ofthe powers the commission has
over the airports would also be transferred,
like the power to develop the airports; issue
legal,,construction and tenant contracts; ap-
point an aviation director; negotiate with labor
groups; set user fees; receive grants; control
the airports budgets and finances, and borrow
money.
■The authority will continue to contract
police and fire services with the county, and
the county will still control buying and selling
airport related property.
OThe authoritywill make annual account-
ing and progress reports to the commission.
Members ofthe taskforce said despite the
checks and balances they have put into the
ordinance to try and weed out corruption and
make it independent, the quality ofthe nomi-
nating committee will make or break the
success ofthe authority.
"We better have a very good nominating
committee, that's what it comes down to,"
Mr. Kasdin said.
The nominating committee would becom-
prised of one representative from: Greater
Miami ChamberofCommerce, CAMACOL,
Beacon Council, Miami Business Forum,
Miami -Dade ChamberofCommerce, Miami
chapter of the League of Women Voters,
Greater Miami Convention & Visitors Bu-
reau, Greater Miami Aviation Association,
World Trade Center Miami, Miami chapter
ofthe Black Business Association and Mi-
ami -Dade League ofCities.
The committee would submit a list of21
names to the nominators, who would chose
seven. The commissioners, with four ap-
pointments, would be the first to choose their
appointments, followed by the commission,
mayor and governor with one appointment
each.
Coast Guard may curtail opening

The Coast Guard has published in the Federal
egister a"notice ofproposed rule making," which
nounces it will consider a one-hour curfew on
ostMiami River marine traffic from noon to 1 p.m.
om the mouth of the river to the Northwest 27th
venue bridge.
The Coast Guard also wi11 consider continuing the
urrent weekday 7-9:30 a.m. and 4:30-6 p.m. cur-
ews. In addition, the bridge would only open on the
;hour and on the half-hour from 7 a.m. to 7 p.m.
Monday through Friday.
Tugboats and ships under tow, which can only
travel at high tide; Coast Guard, military and other
official marine traffic; and ships in emergency
situations would be exempt from the curfews, said
Michael Lieberum, bridge management specialist
with the Coast Guard's Bridges Branch in Miami.
The Coast Guard will solicit comments from the
public until Oct. 10, "and no decision will be made
until all the comments have been considered," Mr.
L.ieberum said. The process usually takes about 30
days, he said.
"We're in support ofthis," said Rick Gonsalves,
president ofthe Brickell Area Association, one of
the groups that have pressed for limiting the bridge
openings, coordinated traffic signalization and other
measures to unsnarl Brickell and downtown traffic.
"We've encouraged our members to get in touch
with the Coast Guard and we support these rule
changes as an organization. We don't think it will
eliminate the traffic problems but hopefully the
curfews will help somewhat."

NUEVA YORK, (AFP) - La eliminaci6n de
la menci6n AOL del nombre del ndmero uno
mundial de los medios, rebautizado "Time
Warner Inc.", demuestra simb6licamente que
la joven red internet, tan prometedora hate
tres anos, finalmente fue eclipsada por sus
ancestros en to que a informaci6n y entrete-
nimiento se refiere.
AOL Time Warner se denominara "dentro de
pocas semanas" Time Warner Inc., segun decidi6
el pasado jueves el Consejo de administraci6n
de la empresa. Incluso en la Bolsa de Nueva
York, el shnbolo "TWX" remplazara a "AOL".
El nuevo nombre "refleja mejor to que son nues-
tras actividades mas valiosas y pone fm a cual-
quier confusi6n entre nuestro nombre corpora-
tivo y la marca America Online para nuestros
inversores, socios y el publico", declar6 el pre-
sidente de la empresa Dick Parsons.
ZReflejo de tin mundo corporativo despia-
dado? En 2000, en pleno boom de internet,
la riqueza del gigante estadounidense del sec-
tor America Online (AOL) le permiti6 com-
prar Time Warner, un conglomerado dueno
de la revista Time, del pionero de la infor-
maci6n televisada 24 horas CNN, de los es-
tudios de cine Warner Bros. y de Warner Mu-
sic, uno de los cinco "grandes" de la edici6n
musical.
La fusi6n, estimada en unos 160.000 millones
de d6lares en enero de 2000, cuando fue anun-
ciada, se cerr6 fin,71mente un ano mas tarde.
Pero luego sobrevino el estallido de la bur-
buja internet y AOL vio huir en dos anos a
una gran parte de sus anunciantes publicita-
rios. La vertiginosa depreciaci6n del valor de
la divisi6n internet llev6 a AOL Time Warner
a una perdida neta hist6rica de casi 100.000
millones de d6lares en 2002.
Los "veterans" de Time Warner, irritados
por la actitud arrogante y dominadora de los
dirigentes de AOL, ban aprovechado este mal
paso para apartarlos uno a uno y retomar el
control de la Compania.
Al reducir sus costos, fundamentalmente en
AOL, al ceder actividades secundarias para
reducir su deuda, el gigante de los medios
remonta progresivamente la pendiente desde
comienzos de 2003.
En el segundo trimestre, AOL, victima de
una conversi6n muy tardia a internet de banda
ancha, perdi6 no obstante mas de 900.000 abo-
nados en total en Estados Unidos y Europa
y sigue previendo una caida de 35% a 45%
de sus ingresos publicitarios en 2003.
Como consecuencia, muchos dirigentes em-
pezaron a pedir que se borrara la menci6n
AOL del nombre del grupo. Para algunos, es
un verdadero problema que por la practicidad
de utilizar el nombre corto, AOL Time Warner
sea a menudo nombrado simplemente AOL,
la Cara menos atractiva del grupo.

DUBAI, (AFP) - El FMI aprob6 el sabado en Dubai el acuerdo
alcanzado con Argentina, por un monto de 12.500 millones de d6lares,
que harA que ese pais deje de estar en la lista de morosos del Fondo,
al permitirle refinanciar deuda por unos 21.000 millones de d6lares
con los institutos multilaterales.
La numero dos del Fondo Monetario Internacional (FMI), Anne
Krueger, afirm6 en Dubai que el acuerdo aprobado por la junta di-
rective del organismo respalda "el programa econ6mico del gobierno
argentino que busca, en el mediano plazo, restaurar un crecimiento
sostenido" y "reducir la pobreza".
Ese acuerdo, aprobado en una reuni6n a la que asistieron los 24
directores del FMI, fue alcanzado el 10 de septiembre, al termino
de intensas negociaciones-y al dia siguiente de que Buenos Aires
incumpliera un vencimiento impostergable con el organismo multi-
lateral, por 2.900 millones de d6lares.
Segun fuentes del FMI, los directivos "examinaron la Carta de In-
tenci6n presentada por Argentina" que describe en detalle el acuerdo,
que tiene un plazo de tres anos y preve un ahorro fiscal equivalente
al 3% del Producto Bruto Interno para 2004.
Aunque el acuerdo es formalmente por tres anos, los porcentajes
para 2005 y 2006 quedan sujetos a discusiones futuras, confirm6 el FMI.
Ese entendimiento ha recibido ya el claro apoyo de Estados Unidos,
y fue el tema de la conversaci6n entre el ministro de Economia ar-
gentino, Roberto Lavagna, y el secretario del Tesoro estadounidense,
John Snow, este sabado en Dubai, donde se celebra la reuni6n anual
del FMI y del Banco Mundial (BM).
