The District 5 Historic Preservation Advisory Board was created to serve in an advisory
capacity only and make recommendations in writing to the City Commission, with the assistance of
the Departments of Planning and Zoning, Community Development, and Public Works, the
Historic and Environmental Preservation Board, the City's Preservation Officer, and other
governmental agencies and entities related to historic preservation in District Five.
Eight appointments are needed: x
• Commissioner Teele has five appointments: four vacancies and one seat currently held by
Luis Penelas, whose expired on September 25, 2002.
• The Commission At -Large has one appointment for seat currently vacant.
• The Commission At -Large has two confirmations:
1. Ernest Martin nominated by Spring Garden Homeowners Association
2. Kenneth Merker nominated by Buena Vista East Homeowners Association
For your convenience, we are including a copy of the current membership of said board. By copy
of this memorandum, we are requesting the Agenda Office to place this issue on the Commission
July 17, 2003 agenda. This matter was deferred from the June 12, 2003 Commission meeting.

The District Two Historic Preservation Advisory Board was created to serve in an advisory
capacity only and make recommendations in writing to the City Commission, with the assistance of the
Departments of Planning and Zoning, Community Development, and Public Works, the Historic and
Environmental Preservation Board, the City's Preservation Officer, and other governmental agencies and
entities related to historic preservation in District Two.
Eight board members' terms expired December 13, 2002. The City Clerk's Office has not ever
received any notices of meetings, "r attendance records, nor minutes for this board:
• The Commission At -Large has one appointment who does not have to be a qualified
elector of the City of Miami. This appointment is an original vacancy.
• Chairman Winton has four appointments: for individuals who shall be representative of
the neighborhoods of district two and shall have knowledge and experience in either
architecture, historic preservation or history, which seats are currently held by:
1. Catherine Holmes Coates
2. Neal Robertson, Esq.
3. Arva Parks
4. Megan Kelly
• Chairman Winton has one additional appointment for individual who shall be a member
of Dade Heritage trust, which seat is currently held by Dolly MacIntyre.
• Two Commission At -Large confirmations for the following individuals nominated by
Homeowners Associations:
1. Grisette Roque Marcos, nominated by Bayside Homeowners Association
2. William Hopper, nominated by Morningside Homeowners Association
For your information, attached please find a copy of the current membership of said board. By
copy of this memorandum, we are requesting the Agenda Office to place this issue on the July 17,
2003 Commission agenda. This matter was deferred from the June 12, 2003 Commission meeting.
