Resolution) THE ALLOCATION OF THE MAYOR'S POVERTY
INITIATIVE FUNDS, IN THE AMOUNT OF
$300,000, TO COVER THE CURRENT FISCAL
YEAR FEDERAL FUNDING DEFICITS FOR THE
VARIOUS CITYWIDE SOCIAL PROGRAMS THAT
FEED THE ELDERLY AND CHILDREN OF THE
COMMUNITY, WITH SAID FUNDS TO BE
DISBURSED BASED ON NEED AS
RECOMMENDED BY THE DIRECTOR OF
COMMUNITY DEVELOPMENT.

COMMISSION DIRECTING THE CITY MANAGER
MOVED: GONZALEZ
TO TAKE ALL STEPS NECESSARY TO SECURE A
SECONDED: REGALADO
WAIVER OF APPLICABLE COMMUNITY
UNANIMOUS
DEVELOPMENT BLOCK GRANT REGULATIONS
TO CHANGE THE MAXIMUM PERCENTAGE FOR
FUNDS ALLOTTED TO THE CITY OF MIAMI FOR
PUBLIC AND SOCIAL SERVICES PROGRAMS,
FROM 15% TO 25%; FURTHER, URGING ALL OF
THE CITY'S FEDERAL REPRESENTATIVES, BOTH
ELECTED AND ADMINISTRATIVE, TO ASSIST
THE CITY IN OBTAINING SAID WAIVER AND
ENCOURAGE THE PROGRAM ADMINISTRATORS
TO GRANT SUCH WAIVER FOR THOSE CITIES
THAT REACH A CERTAIN POVERTY LEVEL
UNTIL THE NEXT CENSUS DEMOGRAPHICS ARE
DETERMINED, AND A REALISTIC FUNDING
LEVEL IS ESTABLISHED AS A RESULT OF THE
NEXT OFFICIAL CENSUS CALCULATIONS;
DIRECTING THE TRANSMITTAL OF THIS
RESOLUTION TO THE HEREIN DESIGNATED
OFFICIALS.

Direction to the City Manatzer and City Attorney: by
Vice Chairman Teele to consider instructing the
Administration to publish RFP notices for Community
Development Block Grant (CDBG) funds in English and
Creole.

Direction to the Administration: by Commissioner
Regalado to draft a letter to the federal government
expressing the City's position on the cuts relating to
CDBG funding and what the City expects from the
federal government; further to have clients of the
affected agencies sign said letter. Chairman Winton
further instructed that a draft of the aforementioned
letter be sent to the Commissioners so that they can
incorporate their ideas and suggestions.

DIRECTING THE MANAGER TO PROVIDE
SUPPORT TO THE PARKS DEPARTMENT AND
THE BOND COMMITTEE FOR INFORMATION,
LITERATURE AND DISSEMINATION PROGRAMS,
PRIMARILY THROUGH RADIO, TELEVISION AND
DIRECT MAIL, WHICH WILL BE MADE
AVAILABLE TO ANY ORGANIZATION THAT HAS
UNEXPENDED PUBLIC SERVICE DOLLARS THIS
YEAR; FURTHER AUTHORIZING THE
ADMINISTRATION TO AMEND AFFECTED
CONTRACTS TO EXPEND FUNDS IN THOSE
CATEGORIES IMMEDIATELY.
ITEM 5
Direction to the City Manager: by Chairman Winton
to schedule a status report relating to unsafe structures,
explaining the process currently used to deal with these
issues, and providing examples of unsafe structures to be
selected by Commissioners Gonzalez and Teele.

ITEM 10 Direction to the City Manager: by Vice Chairman
Teele to organize training sessions with organizations
which are afforded micro loans; further directing the
Manager to designate a liaison from the Community
Development Department to answer questions and
concerns related to said matter; further directing the
Manager to divide service contracts, such as yard
clearing, into small contracts in order to provide work
for owners of small businesses.
