(a) The finance director or designee, including occupational license inspectors, is hereby allowed to request from a licensees
or applicant proof of his inventory, including an affidavit or notarized statement from the licensee or applicant of the value of his
inventory, for purposes of compliance by the licensee or applicant, as applicable, with this article.
(b) The finance director or designee, including occupational license inspectors, is authorized to inspect the business premises
and business books and records of a licensee or applicant in the event they determine, in their reasonable discretion, that they
need to estimate the amount of inventory or determine its value for purposes of compliance with this article and/or to determine
the type of business tieing conducted.

The meeting was called to order by Mr. Leroy Jones.
I. MOM AND POP SUMMIT BUSEN-ESSES CONCERNS
® The purpose of the meeting was to meet with the merchants that expressed concerns at
the Mom and Pop Summit held on March 5, 2003. There was an extensive discussion
on the various issues addressed during the meeting. The objective will be to address
the merchants concerns who presented at the meeting and then follow-up with a major
meeting to address the issues.
a On April 24, 2003 the merchants will attend a City of Miami meeting to address the
various issues that were raised at the Mom and Pop Summit. Busses will be provided
to bring people to the meeting. The City of Miami will provide a specific time for the
group to makes its presentation before the commission.
II. ISSUES TO BE ADDRESSED
Parking
The parking infrastructure on 7th Avenue and 17th Avenue were discussed. The limited
amount of parking available is limiting the number of customers that are visiting the
businesses on our shopping corridors.
7th Avenue
The Florida Department of Transportation (FDOT) does not want parking on 7th
Avenue from the River to Golden Glades. The FDOT had meters installed on side
streets since they removed parking from the 7th Avenue area. Customers are
temporarily able to park on the street in 7th Avenue and Martin Luther King
Boulevard area. We will be requesting that the parking meters be removed from the
side streets and that parking lots be identified in the area for temporary parking and
that a permanent solution be identified that includes parking for customers at no
cost.
17th Avenue
There needs to be a parking survey of the 17th Avenue area from 54th Street to 62nd
Street. Businesses should be able to park for free on the corridor on 17th Avenue
and its side streets. Permanent lots for parking need to be identified.
• Licensing and Code Enforcement
® There was an extensive discussion on the new requirements for Occupancy License
in the City of Miami which requires the submission of the Business Owners

Schedule C of the Federal Tax return to determine level of inventory. Based on their
Schedule C many merchants are being requested to pay additional taxes.
3 The Certificate of Use is being expanded for apartments and fire code violations
are being sited. This rigorous enforcement of the code is increasing the cost to
operate the businesses. In many cases the forty year certificate required by Miami -
Dade County has become very difficult to impossible for some businesses to obtain
without the support of the Hispanic Community.
® Recommendations
Many of the businesses feel that the city and county are attempting to take control of
their property so that our next generation will not own property here in Liberty City.
To address these concerns we will require the following:
1. Education On The Requirements For Compliance
2. Relax Requirements for Compliance
3. Provide Financial Assistance to Be In Compliance
4. Reduce the Required Fees For Properties Located in Targeted Areas for
Development
A meeting should be held with Barbara Rodriguez OCED, City of Miami and Tony
Crapp, Assistant County Manager to discuss the recommendations.
® .Lack of Population
In the past 10 years there has been a decrease in the population of approximately
30,000 people. The plan has been to reduce the density of residents living in the area.
A reduction in the density makes the area more susceptible for gentrification
many of the residents in the area that live in the Rope V1 area are trying to revise
this planning strategy to include increase density so that the original residents in
the area can move back to the area. Therefore there is a need for a combination of
rental and home ownership. This has had a significant impact on the businesses in the
area. There are plans to repopulate the area but during the interim the businesses are
suffering.
Therefore the following was discussed as ways to assist businesses to diversify during
this rebuilding.
1. Shakers Restaurant — Annie Milbry
Expand into catering for School Board lunch programs, nursing homes,
government facilities, etc. Preference should be giving to Ms. Milbry to obtain
City or County Contracts to provide food service.
2. Tasters Choice Seafood Restaurant — Isaac K. Ivery
Expand into catering for Juvenile Justice lunch programs, nursing homes,
government facilities, etc. Preference should be giving to Mr. Ivery to obtain City
or County Contracts to provide food service.
3. Esquire Barber Shop and Clothing — Ralph Pressley
Expand business to provide clothing for government workers (i.e., work cloths, T-
shirts, etc.) through contract with the City and Miami de Co ty The

Department of Solid Waste, Department of Corrections, Police Department and
other department(s) purchases uniforms for employees.
4. Millers Complex — Helen Miller
Expand retail grocery business into whole sale distribution of specific products
needed by the City or County. Preference should be given because of location in
Targeted Area that have been negatively impacted by population reduction.

Expand retail grocery business into whole sale distribution of specific products

6. ABCR Stanley Lawn Service — Larry Stanley
Contracting opportunities should be identified with government facilities to provide
lawn maintenance service. Contracts are available through State of Florida, Miami -
Dade County and the City of Miami.
We will need the following information on each client so that we can work to develop
an individual plan of action to obtain additional business opportunities.
