During the City Commission meeting of March 27, 2003, policies for the 29th Year of the
Community Development Block Grant (CDBG) Program and the Fiscal Year 2003-2004
Emergency Shelter Grant (ESG) fund were discussed and approved with the exception of the
policy for housing development activities. This memorandum serves to acknowledge the City
Commission directive that the discussion of 29th Year CDBG Housing Development policy be
continued at the April 10, 2003 City Commission meeting.
The Request for Proposals (RFP) for ESG and CDBG Program funds, excluding housing
development activities, was released to the general public yesterday, March 31, 2003, in
accordance with the approved 291h Year Planning Calendar. A separate RFP will be released for
housing development activities upon the final approval of a Housing Development policy for the
29th Year CDBG Program.

The City Commission Meeting Agenda will include the following item
relating to the CDSG Program:
Discussion and proposed resolution approving the policies related
to the Housing Development category of the 29th Year CDSG
Program and the HOME Investment partnership (HOME) Program.
This item was discussed at the March 27, 2003 City Commission
Meeting. The Commission through a Motion, directed the
Administration to bring this item back for continued discussion st
the April 10. '2003 City Commission Meeting.
Interested individuals are encouraged to attend this Public }searing.
The meeting site is accessible to the handicapped.

COMMUNITY AND ECONOMIC DEVELOPMENT ACTION PLAN
PLAN REQUIRE THAT A PARTICIPATING JURISDICTION PROVIDE CITIZENS
WITH REASONABLE NOTICE OF, AND AN OPPORTUNITY TO COMMENT ON
ANY SUBSTANTIAL AMENDMENTS TO ITS ACTION PLAN. MIAMI -DARE

Accordingly, Miami -Dade County invites the public to 'comment on these changes by
writing to: Tlic Miami -Dade OCED 140 West Flagler Street, Suite 1000, Miami, Florida
33130. Comments may be submitted dosing regular office hours from 8:00 a.m. to 5:00
p.m., Monday through Friday. The amendments will be considered at a Public Hearing to j
be held at 10:00 a.m. on Wednesday. April 16, 2003 during the regularly scheduled j
Economic Development and Human Services Committee meeting in the Conin2ission
Chamber located on the 2"d level of the Stephen P. Clark Center, 111 N.W. First Street,
