Una audiencia publica sera celebrada por la
Comision de la Ciudad de Miami, Florida, el 27 de
marzo de 2003 at las 9:00 AM en el en el salon
de audiencia de la Comision de la Ciudad situado
en el 3500 Pan American Drive, Miami, Flori-
da, con el proposito de discutir la siguiente reso-
lucion aprobando y confirmando las conclusiones
del administrador municipal que los metodos de
licitaciones competitivas selladas no son practi-
cas o ventajosas para la contratacibn de un ase-
sor par,.; coordinar y asistir en el proceso de de-
sarrollo para el Proyecto de Desarrollo Unificado
en el cuadrante noroeste de la Isla Watson Island.
Todas las personas interesadas en este asunto
estan invitadas a presentarse en esta reunion y
podran ser escuchadas por la Comision en refe-
rencia a dicha cuestion. En el caso de que cual-
quier persona quiera apelar cualquier decision de
la Comision de la Ciudad con respecto a la cues -
tion que sera considerada en esta audiencia, dicha
persona debera asegurar que un record exacto de

En un intento de apaciguar al Senado, el Representante Bruce Kyle,
que estA al frente del presupuesto en la Camara, anuncio que los eco-
nomistas del Estado han encontrado $30 millones de los costos estimados
del Medicaid para el ano entrante, con to cual dejan libre ese dinero
para el programa de ayuda en medicinas.
Kyle, republicano por Fort Myers, comentd: "Ese problema ha
sido resuelto. Este es un dinero que el Senado y la Camara no
sabian que existia". No obstante, el Senador King declaro que,
de hecho, se han encontrado $30 millones adicionales, pero que
este dinero debe emplearse en programas existentes y no en nuevos
programas.
"Como meritorio, es bueno", dijo King, pero aiiadid que "El nuevo
programa es solo eso, un nuevo programa".
El Segundo proyecto de ley, por el cual los ancianos pueden solicitar
ingreso en docenas de programas privados para medicinal con descuento
ofrecidos por empresas farmaceuticas, se espera que sea aprobado en
el Senado sin ningun problema. Este programa tiene gastos mfnimos.
"Esto ayudard a 250,000 ancianos, pero quiero recordarle a la
gente que esto es solo el comienzo", dijo la Representante Nan
Rich, democrata por Weston. E1 programa de asistencia para me-
dicinas beneficiarA a los ancianos que tienen ingresos hasta un
200 por ciento del nivel federal de pobreza, o sea $24,240 por pareja.
Algunos democratas quieren que sea el 300 por ciento del nivel

SAN JOSE, (AFP) - Las lineas areas que utilizan el aeropuerto
internacional Juan Santamaria, el principal de Costa Rica, seran
recompensadas por las tarifas excesivas que les ha estado cobrando
el consorcio privado Alterra Partners, que administra el terminal,
anunci6 el ministro de 17ransporte, Javier Chavez.
Al comparecer el martes ante una comisi6n del congreso que investiga
denuncias sobre actitudes "complacientes" de las autoridades con in-
cumplimiento del contrato de gesti6n del aeropuerto, el ministro dijo
que en mayo pr6ximo seran fijadas nuevas tarifas, con las que se procurara
devolver a los usuarios to cobrado de mas por Alterra, consorcio enca-
bezado por la firma estadounidense Bechtel Enterprises.
Las aerolineas exigieron una reducci6n de tarifas y el reintegro
de unos cinco millones de d6lares que han pagado de mas a Alterra
en los ultimos diez meses, luego que un informe de la Contralorfa
General de la Republica cifr6 en ese monto el exceso cobrado a los
usuarios.

guerra en Irak sea rapida en su
desarrollo o bien larga y sosteni-
da, de todas maneras esta aparece
estrechamente vinculada a la evo-
lucion de la economia mundial.
La hipotesis de una guerra corta
y victoriosa para Estados Unidos es
la que privilegian los economistas,
que ven por fm el termino de las
incertitudes para los inversionistas,
los empresarios y los consumidores.
Un conflicto breve es sinonimo de
escasa perturbation en la oferta del
crudo, con la Organization de Pai-
ses Exportadores de Petroleo
(OPEP) asegurando el remplazo de
la production iraquf y la parte de
las exportaciones kuwaities inte-
rrumpidas por precaution.
Esta hipotesis implica tambien un
repunte del optimismo de las bolsas
y de los mercados cambiarios, ini-
ciado ellunes despues del anuncio
del presidente estadounidense Ge-
orge W. Bush de un ultimatum al

tomo una inmensa oportunidad pa-
ra las firmas occidentales.
La eventualidad contraria de
una post-guerra de pesadilla y que
por el momento los economistas
no ban considerado mayormente,
produciria inestabilidad regional,
disturbios internos en Irak, au -
mento de las acciones terroristas,
todo to cual conduciria al caos a
la economia mundial. De todas
maneras, el "severo malestar eco-
ndmico del planeta" es tal que in-
cluso "un desenlace positivo en Irak
no significarA una gran diferencia",
segun el jefe economista del Bank
of America, Mickey Levy.

DEPARTMENTS,' BY REPEALING, IN ITS ENTIRETY, DIVISION
13 ENTITLED "DEPARTMENT OF INTERNAL AUDIT AND
REVIEWS,' CONSiSTING OF SECTIONS 2-526 THROUGH
2-532, AND SUBSTITUTING IN LIEU THEREOF A NEW
DIVISION 13, ENTITLED "OFFICE OF INDEPENDENT
AUDITOR GENERAL," CONSISTING OF NEW CODE SECTIONS
2-526 THROUGH 2-531, TO ESTABLISH THE RESPONSIBILITIES
AND OPERATING PROCEDURES OF THE IAG, TO PROVIDE
FOR APPOINTMENT AND QUALIFICATIONS, DUTIES AND
POWERS, STAFFING, AND SPECIAL ASSIGNMENTS RELATED
TO THE IAG, GRANTING THE MAYOR AND CITY MANAGER
THE AUTHORITY TO REQUEST THE IAG TO PERFORM
AUDITS; PROVIDING THAT THE PROVISIONS CONTAINED
IN THIS ORDINANCE SHALL BECOME OPERATIVE
SIMULTANEOUSLY UPON THE APPOINTMENT OF THE
INDEPENDENT AUDITOR GENERAL ("IAG'); CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE AND
PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE.

NOTICE TO THE PUBLIC
A public hearing will be held by the City Commission of the City of
Miami, Florida, on March 27, 2003, at 9:00 a.m., in the City Commission
Chambers at City Hall, 3500 Pan American Drive, Miami, Florida, for the
purpose of waiving the requirements of obtaining sealed bids, and
approving the acquisition of services and software licenses from GEMS
(Government e -Management Solutions, a non -local, non -minority vendor)
for the purpose of migrating the city's SCI financial system from a Unisys
mainframe to a new NT server based computer system for the
Department of Information Technology, at a one-time cost not to exceed
$275,000, with the option to extend annual maintenance services for a
first year cost of $21,000, with annual maintenance for GEMS
components limited to no more than $47,000 for the second year and
increases no more than 5% per year thereafter.

they might be able to satisfy the City's requirement for this item may

CITY OF MIAMI, FLORIDA
PLEASE ALL TAKE NOTICE THAT a meeting of the City of Miami
Commission scheduled for Thursday, March 27, 2003, will convene at
9:00 a.m. at the City of Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. Under the parameters of F. S. 286.011(8)
[2002], the person chairing the City of Miami Commission meeting will
announce immediately after the meeting is convened the commence-
ment of an attorney-client session, closed to the public, for purposes
of discussing the pending litigation case of Access Now, Inc., a Florida
Not -For- Profit Corporation, and Christ Tavantzis vs. City of Miami, a
Municipal Corporation, Miami Dade County, and the State of Florida
Department of Transportation, Case No. 02 -21413 -CIV -Moreno, in the
United District Court Southern, District of Florida, to which the City is
presently a party. The closed door session will begin at approximately
9:00 a.m. in Commissioner Angel Gonzalez's Conference room, also
located at 3500 Pan American Drive, Miami, Florida, and conclude at
approximately 10:00 a.m. The session will be attended by the mem-
bers of the City Commission, Tomas Regalado, Angel Gonzalez, Joe
Sanchez, Arthur E. Teele, Jr., and Johnny L. Winton; the City Manager,
Joe Arriola; the City Attorney, Alejandro Vilarello; and Assistant City
Attorneys Maria J. Chiaro and Henry J. Hunnefeld. A certified court
reporter will be present to ensure that the session is fully transcribed
and the transcripts will be made public upon the conclusion of the
above cited, ongoing litigation. At the conclusion of the attorney-client
session, the regular Commission meeting will be reopened and the
person chairing the Commission meeting will announce the termina-
