I am especially cognizant of the financial commitments made by you to date. As I have indicated to you in the past, I truly believe that the Miami Mardi Gras will be a great event for our City, one that will promote tourism and continue to enhance our standing as a World City. After our several discussions, I would suggest that our planning for the event proceed as follows. My Special Events Office will serve as your point of contact with the City. This newly created Office has been tasked with developing community grant programs to better serve event promoters in the City. The Office has recommended, and you have agreed, that a promotional kick-off event be held on April 13`)', 2003. The kick- off event will, among other things, announce the inaugural Miami Mardi Gras to be held February 20-24, 2004. This event could also form part of the many celebrations planned this year to commemorate the Haitian Bicentennial. I am prepared to recommend to the City Commission that we assist you with in- kind services for the kick-off event. Ms. Spence, the Director of the Official of Special Events, will meet with you and City staff to determine the level of such a commitment. Live musical bands on floats, elaborately costumed dancers, singers and other performers will participate bringing the rich carnival tradition of Brazil, the Caribbean, Africa and Central and South America to Miami's Biscayne Boulevard from SE 2 Street to NE 5 Street. Carnivals are a part of any large North American city where Caribbean people have settled: Toronto, San Francisco, New Orleans and New York. GMMG is a project perfectly suited to lure tourists; the name alone already implies grand festivities and an opportunity for the visitor to enjoy another facet of Miami - Dade. The event is expected to attract visitors in Miami -Dade hotels and who will contribute directly or indirectly to tourism -based businesses, city and county coffers and general retail business. (Please see attached newspaper article.) On Sunday, April 13, 2003, Miami, the "Magic City" and melting pot of vibrant ethnicities, will be the venue of South Florida's first full-scale Mardi Gras celebration. The Greater Miami Mardi Gras is sure to attract tourists and locals alike. It will be a unique experience. Apart from the social and cultural value of this event, it has the potential of becoming an important regional "export" industry through the tourism market. Mardi Gras originated in Italy, in medieval times, as a celebration to mark the beginning of Lent, a forty day Catholic observation. In many parts of the world where Catholic Europeans set up colonies and entered into the slave trade, Mardi Gras took root. It is celebrated in Louisiana where African-Americans mixed with French settlers and Native Americans. It is also celebrated in several cities of the United States where Caribbean people have settled, and it is now being celebrated in San Francisco. Some cities in Canada also celebrate Mardi Gras. The City of Miami is similar to the City of New Orleans where the celebration of Mardi has enjoyed worldwide fame over the years. Both cities are blessed with natural beauty and ethnic diversity. The success of the New Orleans Mardi Gras has been largely due to the support and commitment of the City government. Likewise, with the support of the City government, the Greater Miami Mardi Gras will be assured of success. One distinctive feature of the Mardi Gras celebration in Miami will be our focus on family values.
