A FUNDING CAP OF 540,000, WHICH WOULD
PROVIDE FINANCIAL ASSISTANCE TO AWARD
RECIPIENTS IN AN AMOUNT NOT TO EXCEED
$2,200 PER GRANTEE; FURTHER REQUIRING
THAT SAID PILOT PROGRAM BE BASED IN THE
DISTRICT OR PRINCIPAL RESIDENCE BE IN THE
DISTRICT AM FUNDS TO BE ALLOCATED FROM
PUBLIC SERVICE DOLLARS; AND FURTHER
INSTRUCTING THE CITY MANAGER TO COME
BACK WITHIN 30 DAYS BEFORE THE FIRST
MEETING IN NOVEMBER WITH PROGRAM AND
WITH PROPER NOTICE, AS REQUIRED BY
FEDERAL LAW, FOR MOVEMENT OF DOLLARS

Note for the Record: Commissioner Teele reiterated
his concern over the. need to properly advertise proposed
reallocation of Community Development funds and
requested that the Administration provide each member
of the. Commission a copy of today's newspaper article
regarding African-American men going into business.

We are writing to follow-up on the motion made at the March 7, 2002 commission
meeting regarding the Pilot Outreach Program. Enclosed is the documentation for the
request made instructing the city manager to work with the mayor's staff and the District
5 commissioner's staff to develop the program.
`vv e would like to know the status of this process. Has the initial meeting been held or
scheduled? If so, can we obtain a copy of the minutes'.'
Our request is that you work closely with the others to accommodate the allocation of
funding for the Pilot Outreach Program. This initiative is designed to assist et -offenders
(and AIDS victims) in setting up small businesses primarily in the Model City area. This
project is ideal because it would provide employment and other opportunities for
residents of this blighted area.
