Director Re: File ID 128:36 Ordinance, and File ID 12837 Ordinance. 196o/1970 NW 27 Ave. -- amending future land use designation of the Miami Comprehensive Neighborhood Plan, and amending zoning "Miami 21 Code" The Miami River Marine Group is a Florida, not -for -profit organization representing Miami River marine industry membership and others who support Miami's Working River. Today, joining together with the Miami River Commission's unanimous recommendation against rezoning and changing the Future Land Use Map, we are also urging the Commission to vote no to amend the current "Light Industrial" land -use designated in Miami Comprehensive Neighborhood Plan of this the property (196o,197o NW 27 Ave.), and, to retain the current Di — Work Live/Work Place zoning -- which allows for combined commercial with residential development -- for these Upper -River parcels located west of NW 27th Ave. Guided by both the longstanding Miami River Corridor Urban Infill Plan, which outlines the functional use of the Lower River, Middle River and the Upper River, and alongside the Miami Comprehensive Neighborhood Plan the proposed ordinances to amend the Future Land Use Map 1 Z$-3,6S�Ami4e 1-MQ1-k-13al zq-Mia.mi l�ivex efroLtP M-eM0r�z�dum 1 213-1> Y1 of the Miami Comprehensive Plan and re -zone these particular properties to allow for over 300 residential housing units at this industrial area, is incompatible with the area surroundings and Q S v inconsistent with the Policies and Goals and Objectives of the City's Comprehensive Plan -- Q N u underscored and ratified in DCA case law and final Settlement Agreement -- which recognizes, s e" v tU supports and encourages the Miami River's Working Waterfront. o c N The Miami Comprehensive Neighborhood Plan includes dozens of Policies surrounding the Goals -a L N and Objectives supporting the working river element of the Miami River. In short, the City will .+1 4 protect Working Waterfront uses along the banks of the Miami River, and discourage E o encroachment by incompatible uses. cn L o Here are three of those Polices: Objective PA-A.r (PLANNING AND ZONING), The City shall protect the Port of Miami River from encroachment by non water -dependent or non water -related land uses, and shall regulate the Port of Miami River's expansion and redevelopment in coordination with applicable future land use and coastal management goals, objectives, policies Policy PA-1.i.g The City shall encourage the establishment and maintenance of Working Waterfront uses along the banks of the Miami River, and to discourage encroachment by incompatible uses. Policy PA- 3.t.6 The City shall encourage only those developments, rezoning, and land use amendments in the vicinity of the Working Waterfront lands designated "Industrial" on the adopted future land use map that are compatible and suitable with the existing "Industrial" use of property. Policy PA-�.q.c) The City will continue to use Brownfield redevelopment Area strategies to stimulate economic revitalization to Working Waterfronts. While the Miami River Marine Group supports efforts to remediate the "Brownfield" environmental conditions at this site, and we recognize the need for workforce housing throughout Miami, constructing over 3oo residential units -- with no parks, no nearby grocery stores or other neighborhood amenities for over 300 working families --- and within the immediate proximity to metal recycling centers, cargo shipping terminals and large scale propane fuel storage, should not be allowed. We urge the Commission to adhere to both, the Miami Comprehensive Plan and the Miami River Corridor Urban Infill Plan, and vote no on these proposed ordinances.
