Re: Request for Delay in deadline — Block 36 RFP
Dear Mr. Rollason:
We today received the notice of the bidder's conference for Block 36, scheduled for
tomorrow. Due to the late notice of the Bidder's Conference of July 7, 2004 for a
submission date of July 16, 2004, The Black Archives History & Research Foundation of
South Florida, Inc. (hereafter "The Black Archives') is taking this means to formally
request a delay in the deadline for submission of proposals in response to the Block 36
RFP. We have been awaiting this bidder's conference for over two weeks and do not
believe we will have adequate time to respond to information received at this conference
in a professional way.
Therefore, we respectfully request that the deadline be pushed back minimally to 30 days
after the bidder's conference — if not 30 days from the current deadline.

Minus the western 50 feet of the lot which is to be used for
the Lyric Theater Expansion Project and is not included in this
RFP
Neighborhood: The Property is centrally located in Miami within an older neighborhood, which is over 90% developed. The
Property is located within the Historic Overtown Folklife District and is located adjacent to the Overtown Gospel, Jazz and Blues
Entertainment District. The general boundaries of the neighborhood extend north from NW 5th Street to NW 281h Street, and west
from North Miami Avenue to NW 71h Avenue. The neighborhood is further intersected by the I-95 and I-395 elevated expressways.
NW 3`d and NW 2"d Avenues are major north -south traffic arteries though the neighborhood, with local retail and commercial stores
and shops mixed with residential use. NW 7th St,", (Sawyers Walk) , NW 9'h Street (9`h St. Pedestrian Mall) serve as existing
pedestrian oriented corridors and a new pedestrian walkway is planned for the land belonging to the CRA that runs between NW/NE
10 and 1 l'h Streets (Grand Promenade).
General Information
This Request for Proposal is issued in accordance with Florida Statutes Section 163.380. Pursuant to Florida Statutes Section 163.380
(3)(a), the Southeast Overtown Park West Community Redevelopment Agency (the "CRA") is declaring its intent to dispose of its
interest in the referenced Property, and is seeking proposals from private developers or any persons interested in undertaking the
redevelopment or rehabilitation of this Property. All proposals must be consistent with the existing 1982 SEOPW Redevelopment
Plan and should reflect the guidelines recommended in the 2004 Amended Southeast Overtown/Park West Community
Redevelopment Plan that is pending approval by the City of Miami. Mixed -use projects incorporating mixed -income residential units,
with an emphasis on architectural design and landscaping that compliments the culturally historic neighborhood are preferred.
Preference shall be given to projects which compliment the uses associated with the historic Lyric Theater; accommodate parking
requirements for events at the Lyric Theater; accommodate parking needs of the neighborhood, including, those of the International
Longshoremen's Association Local 1416; and which are consistent with the entertainment district contemplated by the proposed 2004
\mended Southeast Overtown/Park West Community Redevelopment Plan. All respondents must include in their proposals a plan for
..ie re -platting of the Property. Proposals should include a detailed description of the project, project budget, site plan and renderings,
background information on the developer's proposed development team, financial status and development expertise and
recommendations from recent clients. A pre -bid conference will be scheduled and will be published by addendum. The "cone of
silence" does not apply to this RFP, thus communication with the staff of the CRA and the City of Miami is permissible.

There are two (2) categories in whi espondents must submit proposals in a se- -ate envelope; (A) Price Category which
will focus on the respondent's offer 1_-ice for the land, and (B) Development Plas Ategory. The Price Proposal will not be
opened until all evaluations are made based on the Development Proposal. Respondents to the Development Plan category will
be judged on the aesthetic features, quality of life, variety in housing, sound urban design with a focus on the public realm,
architectural design, compatibility with Lyric Theater, the ability to satisfy the parking needs of the community, reserves place for
symbol of civic pride and uniqueness, etc., and consistent with the guidelines of the existing 1982 and the proposed 2004 SEOPW
Redevelopment Plan. The proposal deemed "best" from the Development Plan Category and the highest proposal from the Price
Category shall be submitted by the Executive Director to the CRA Board of Directors for consideration at a scheduled CRA Board
Meeting. The Board shall make its decision and award to any of the responsive respondent in accordance with F.S. 163.380 (3) (a)
.. as it deems to be in the public interest and in furtherance of [Chapter 163 Part III]." All available information on the Property
may be obtained from the CRA at 49 NW 5'h Street, Suite 100, Miami, Florida 33128. All interested parties are invited to inspect the
Property, however, by addendum, a pre -bid conference shall be scheduled to include a site visit. The date, time, place of the pre -bid
conference will be published by addendum, in the Miami Herald, Daily Business Review, Miami Times and Miami Today.
Proposals must be submitted separately for each of the two categories and clearly labeled with the respondent's contact information
and the category for which the proposal is being submitted; "Price Category - Block 36" and "Development Plan Category - Block
36." Any respondent that does not submit a proposal for both categories shall be deemed non -responsive and will not be evaluated.
Proposals must be received by the City Clerk of the City of Miami, at Miami City Hall, 3500 Pan American Drive, Miami
Florida 33133, by 3:00 PM, on Friday, July 16, 2004. At the respective time and place the proposals will be publicly opened and
read. Late proposals and/or proposals submitted at any other location will not be accepted. For further information, please contact

The CRA reserves the right to accept any responsive proposal deemed to be in the public interest and in furtherance of the purposes of
the Community Redevelopment Act of 1969, to waive any irregularities in any proposal, to cancel this Request for Proposals, to reject
any or all proposals, and/or to re -advertise for proposals.

Subject: Records Request for Relocation Files for Blocks 25, 36, 45, 46, 55 and 56 in
Overtown
Reference: Overtown Urban Initiatives Project Area
Dear Mr. Arriola:
On June 28, 2004, CRA Board of Directors at its regularly scheduled meeting approved
legislation instructing the CRA to obtain all relocation, and purchase and sale information related
to the vacation of Blocks 25, 26, 45, 55 and 56 in Overtown (see attached map). The CRA is
instructed to submit a comprehensive report to the CRA Board of Directors by July 14, 2004. I
am respectfully requesting your assistance in the compilation of the referenced data no later than
July 12th for inclusion in our report, as well as the designation of the appropriate contact person
within the City administration with whom my office can correspond with.
As background, the referenced project was authorized by Miami -Dade County in association with
an Urban Mass Transportation Administration (UMTA) grant which enabled the construction of
the Overtown Metro -Rail Station, and the acquisition of several parcels of land in Overtown.
Miami -Dade County handled the relocation program for the referenced city blocks. The real
estate was later conveyed to the City of Miami and subsequently to the CRA for development.
The CRA will certainly make staff available to assist any of your personnel in acquiring this
information if you deem necessary and appropriate. If you have any questions, please contact me
