Neighborhood: The Propertyis centrally located in Miami within.an older neighborhood, which is over 90% de=
veloped. The.generai-boundaries of the neighborhood extend North from NW 5th Street to 28th Street, and west
from North Miami Avenue to NW 7th Avenue. The neighborhood is further intersected by the I-95 and 1-395 ele-
vated expressways. NW 3rd and NW 2nd Avenues are, major north -south traffic arteries though the neighbor-
hood, with local retail and commercial stores and 'shops mixed with residential use. NW 7th Street, (Sawyers
Walk), NW 9th Street (9th St Pedestrian Mail) serve as existing pedestrian oriented corridors and a new,pedes-
trian walkway is planned for the land belonging to the CRA that runs between.NW/NE 10 and 11th Streets
(Grand Promenade).

The Southeast OvertownfPark ~Nest Community Redevelopment Agency (the "CRA") intends to issue -a Re
quest for Proposal consistent with Florida Statutes Section 163.380 on or about June 17, 2004. Pursuant to Flor-
ida Statutes Section.163.380 (3)(aj, the CRA intends to declare its intent to disp€5se of its interest in.the refer-
enced Property, and will be seekiproposals from private developers or any persons interested in undertaking,
redevelopment or rehabilitation ot;this Property. All proposals will be'required to be consistentwith the existing
1982 SEOPW Redevelopment Plan and should reflect the guidelines recommended in the 2004 Amended
Southeast OvertowniPark•West Cbminunity Redevelopment Plan that is pending approval at the City,of Miami.
Mixed -use projects incorporating mixed -income residential units, with an emphasis on architectural design'ano j
landscaping that compliments the�'culturally historic neighborhood -are preferred. Preference shall be given tot
projects which compliment the uses associated with the historic Lyric Theater; accommodate parking require-
ments for events at the Lyric Theater; accommodate parking needs of the neighborhood, including, those of thel
International Longshoremen's Association Local 1416; and which are consistentwith the entertainment districtl
contemplated by the proposed amended 2004 Southeast Overtown/Park West Corrtmunity Redevelopment
Plan. All respondents. will be required,to include in their proposals a plan tor- the re -platting of the Property.
�A'pubiic workshop regarding thethe proposed Request for Proposals and the potential development of the Property
will b 'hosted by the CRA and staff of the City of Miami on May 20, 2004 at 10:00 a.m. at the Offices of the CRA,
49 N:W 5th Street,. Suite 100, Miami, Florida. All members of the public are encouraged to participate in this
workshop. The "cone of silence" will not apply to the CRA with respect to the proposed Request for Proposals
and the staff of the CRA and the staff of the City will be.available at the workshop to have a dialogue regarding
the proposed development and the proposed Request for Proposals. I
