Please be advised that CRA Vice Chairman Winton has requested that a discussion item be scheduled
dealing with the direction to the Executive Director to obtain new appraisals on the 3 1/2 blocks
involved in the Poinciana Settlement discussions per the attached e-mail.
Attached, please find copies of the Non -Agenda Item SEOPW/CRA R-04-37, which was brought before
the CRA Board of Directors and adopted on April 26, 2004, dealing with this subject along with a copy
of the corresponding Clerk's Report. Also, attached, you will find a copy of the appraisal figures from
both the Quinlivan and Waronker & Rosen appraisals performed in late 2003 along with a map
depicting the four blocks to be discussed (Blocks 45, 46, 55, & 56).

I would like to place the following item on the CRA Agenda for May 24, 2004 :
Discussion concerning CRA appraisal on the four Poinciana blocks.
Without defining the purpose and objectives, the process can and will likely lead to an
inaccurate appraisal value of the site.
Please confirm with my Office that this has been appropriately scheduled.

REDEVELOPMENT AGENCY ("CRA") DIRECTING ITS EXECUTIVE
DIRECTOR TO ORDER APPRAISALS OF THE SPECIFIC FOUR (4) PARCELS
INVOLVED IN THE SAWYER'S WALK/POINCIANA VILLAGE LITIGATION
GENERALLY KNOWN AS LOTS 45, 46, 55 AND 56; FURTHER DIRECTING
THAT THE APPRAISER PERFORMING SAID APPRAISALS HAVE
EXPERIENCE IN VALUATING PROPERTY IN THE OVERTOWN AREA.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN
COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA:
Section 1. The Board of Directors of the Southeast Overtown Community Redevelopment
Agency ("CRA") directs its Executive Director to order appraisals of the four (4) parcels involved in
the Sawyer's Walk/Poinciana Village Litigation.
_., Section 2. It is further directed that the appraiser performing said appraisals have experience in
"` the valuating property in the Overtown Area.
Section. 3 This Resolution shall become effective immediately upon its adoption.
