From: Frank KReferences: Executive Director Enclosures: Documentation Following is a status report on the following renovation projects within the SEOPW CRA: 1. JACKSON SOUL FOOD RESTAURANT: This project is moving forward per the attached schedule. The replat process is almost complete; Mt. Zion has signed off on the last paperwork required. Permitting is scheduled for early April with construction scheduled to begin in early May. Attached, as Exhibit, A is a copy of the latest Project Schedule as of March 16, 2004. 11. TWO GUYS RESTAURANT: Mr. Harold Meadows, the Proprietor of Two Guys Restaurant and tenant of Mr. Willie Williams has decided to withdraw from the grant process. He has had numerous tenant/landlord disputes with Mr. Williams and finally decided on February 9, 2004, to withdraw. Attached, as Exhibit B, is a copy of his withdrawal document. III. JUST RIGHT BARBER SHOP: Mr. Willie Williams, the Owner of Just Right Barber Shop and of the entire building, has just recently verbally indicated to me that he would like to go forward with his portion of the grant program to renovate the barber shop, only. There are, however, some common areas which are shared by Two Guys Restaurant and Just Right Barber Shop which were contemplated to be renovated with funding allocated from both grants. Now that Mr. Meadows has withdrawn his interest, I will have Special Counsel modify the existing grant language for Just Right Barber Shop to incorporate these areas (roof, ADA access issues, and some plumbing) strictly into the Just Right Barber Shop Grant Agreement and recommend the reallocation of a portion of the funding from Two Guys be added to Just Right. This recommendation will require approval of the Board of Directors. I would anticipate having this before the CRA Board of Directors at the May 2004 Board meeting. FKR/ap E 0 0 C] EXHIBIT B G,T�.ox,y * uan �irir.` e ARTHUR,E..TEELEjR. ; "". �o FRANK K; ROLLASON: Chairman Executive.birector February 4, 2004 Harold Meadows, Proprietor Two Guys Restaurant 1135 NW 31d Avenue Miami, Florida 33351 Subject: Notice of Withdrawal from the Commercial Revitalization Supplemental Grant (CRSG) Program Dear Mr. Meadows: This letter serves to memorialize your conversation with staff where you expressed your intent to withdraw from the CRSG Program and to abstain from drawing down on the $206,100 grant that was awarded for the benefit of your business. As I mentioned to you before, this grant was to be used to pay for improvements to the building that you are presently leasing, and was a matching source of funds for your Metro Miami Action Plan (MMAP) grant. Once you withdraw from the CRSG Program, you in effect will also be rescinding any contracts you may have entered in with the CRA. The grant funds will revert to the CRA and you can elect to submit an application for future funding. There is no guarantee that you will again be awarded funding, and for the amount referenced in this letter. If it is still your intent to proceed with the withdrawal from the CRSG Program, please sign' and date at the bottom of this letter. If we do not hear from you within 30 days, we will assume that you are willing to move forward with the CRSG Program. We will need access to your business to make the improvements dictated in the scope of -work which is included in the unexecuted grant agreement.
