Purpose of Item:
AUTHORIZING THE APPROVAL OF THE CITY OF MIAMI'S DEPARTMENT OF
HOUSING AND COMMUNITY DEVELOPMENT'S AFFORDABLE HOUSING
INCENTIVE STRATEGIES ("STRATEGIES") AS RECOMMENDED BY THE
AFFORDABLE HOUSING ADVISORY COMMITTEE ("AHAC") AND AS REQUIRED BY
SECTION 420.9076, FLORIDA STATUTES; AUTHORIZING THE CITY MANAGER TO
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO IMPLEMENT SAID STRATEGIES.
Background of Item:
On December 9, 2021, the structure of the Affordable Housing Advisory Committee
("AHAC") was amended by the adoption of Ordinance No.13967, which required one (1)
of eleven (11) members to be one locally elected official from each county or
municipality participating in the State Housing Initiatives Partnership Program ("SHIP"),
serving in an ex officio capacity.
The City of Miami's ("City") AHAC fulfills the requirement of Section 420.9072, Florida
Statutes, to review policies, procedures, ordinances, land development regulations,
local government comprehensive plan, and recommend, in an advisory capacity,
specific actions.
On November 16, 2022, the AHAC approved the following recommendations for the
affordable housing incentive strategies ("Strategies"), which are currently offered by the
City..
Expedited permitting,
Reduction of Parking and Setback Requirements,
Impact -Fee Deferral,
Allowance of Flexibility in Densities and Intensities (i.e., Floor Area Ratio), and
Review of Legislation, Policies, and Plans that Impact Affordable Housing; and
The City's Administration recommends the approval of the Strategies as recommended
by the AHAC.

A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING THE CITY OF
MIAMI'S DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT'S
AFFORDABLE HOUSING INCENTIVE STRATEGIES AS RECOMMENDED BY THE
AFFORDABLE HOUSING ADVISORY COMMITTEE AND AS REQUIRED BY
SECTION 420.9076, FLORIDA STATUTES; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT SAID
STRATEGIES.
WHEREAS, on February 25, 2021, the structure of the Affordable Housing Advisory
Committee ("AHAC") was amended by the adoption of Ordinance No. 13967, which required
one (1) of eleven (11) members to be a locally elected official from each county or municipality
participating in the State Housing Initiatives Partnership Program to serve in an ex officio
capacity; and
WHEREAS, the City of Miami's ("City") AHAC fulfills the requirement of Section
420.9072, Florida Statutes, to review policies, procedures, ordinances, land development
regulations, local government comprehensive plan, and recommend, in an advisory capacity,
specific actions; and
WHEREAS, on November 16, 2022, the AHAC approved the following

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA.
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Department of Housing and Community Development's Strategies as
recommended by the AHAC pursuant to Section 420.9076, Florida Statutes, are approved.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in forms acceptable to the City Attorney, to implement said Strategies.
Section 4. This Resolution shall become effective immediately upon its adoption.

Pursuant to the resolution, this item became effective immediately upon adoption by the Commission.
The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including, but not limited to, those prescribed by applicable City Charter and City Code
provisions.
