A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
("SEOPW CRA") BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN
ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND
CONFIRMING THE EXECUTIVE DIRECTOR'S RECOMMENDATION AND
FINDING THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES
ARE NOT PRACTICABLE OR ADVANTAGEOUS PURSUANT TO SECTIONS 18-
85 AND 18-86 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, AS ADOPTED BY THE SEOPW CRA; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING AS NOT BEING
PRACTICABLE OR ADVANTAGEOUS TO THE SEOPW CRA; AUTHORIZING
THE EXECUTIVE DIRECTOR TO NEGOTIATE AND EXECUTE AN
AGREEMENT TO ALLOCATE GRANT FUNDS. AUTHORIZING THE ISSUANCE
OF A GRANT, IN AN AMOUNT NOT TO EXCEED TWELVE THOUSAND SEVEN
HUNDRED AND TWENTY TWO DOLLARS AND TWENTY FIVE CENTS
($12,722.25), TO A.M. COHEN TEMPLE, CHURCH OF GOD IN CHRIST, INC.,
TO SUPPORT THE BREATH OF LIFE COMMUNITY OUTREACH YOUTH
PROGRAM; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO
NEGOTIATE AND EXECUTE ALL DOCUMENTS NECESSARY, ALL IN FORMS
ACCEPTABLE TO THE GENERAL COUNSEL FOR SAID PURPOSE;
AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS
DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS,
UPON PRESENTATION OF INVOICES AND SATISFACTORY
DOCUMENTATION PROVIDING FOR INCORPORATION OF RECITALS AND
PROVIDING FOR AN EFFECTIVE DATE; ALLOCATING FUNDS FROM SEOPW,
"OTHER GRANTS AND AIDS," ACCOUNT CODE NO.
10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency
("CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida
Statutes, and is responsible for carrying out community redevelopment activities and projects
within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West
Community Redevelopment Plan ("Plan"); and
WHEREAS, Section 2, Goals 4 and 6 on page 11 of the Plan lists the "creati[on of] jobs
within the community" and "improving the quality of life for residents" as stated redevelopment
goals; and
WHEREAS, Section 2, Principle 6 on page 15 of the Plan lists the promotion of "local
cultural events, institutions, and businesses" as a stated redevelopment principle; and
WHEREAS, Section 2, Principle 6 on page 15 of the Plan provides that in order to
"address and improve the neighborhood economy and expand economic opportunities of
present and future residents and businesses [,] ... [it is necessary to] support and enhance

existing businesses and ... attract new businesses that provide needed services and economic
opportunities ... "; and
WHEREAS, The Breath of Life Community Outreach Youth Program ("Program") will
provide on-the-job training, a robust curriculum, and educational opportunities to residents in the
Redevelopment Area and to those that are interested in Arts in the form of dance, music,
singing, and drama to help build their self-esteem and expose them to new and greater
opportunities; and
WHEREAS, the Program anticipates gainfully engaging twenty-five individuals from the
Overtown community in Science, Technology, Engineering, and Math ("S.T.E.A.M") training and
Entrepreneurship. Ultimately, the Breath of Life Community outreach program will provide
job/life training skills while creating job opportunities for local residents and those in need of
access to better opportunities; and
WHEREAS, the Board of Commissioners wishes to authorize a grant, in an amount not
to exceed $12,722.25 to A.M. Cohen Temple, Church of God in Christ, Inc to underwrite costs
associated with the breath of life community outreach program; and
WHEREAS, the Board of Commissioners finds that such a grant would further the
SEOPW CRA' s redevelopment goals and objectives;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. By a four -fifths (4/5th) affirmative vote, after an advertised public hearing, the
Executive Director's recommendation, and written findings pursuant to Section 18 - 85 and 18 -
86 of the City Code, as adopted by the SEOPW CRA, are ratified, and confirmed and the
requirements for competitive sealed bidding and competitive negotiation methods as not being
practicable or advantageous to the SEOPW CRA are waived. The Board of Commissioners
hereby authorizes the issuance of a grant in an amount not to exceed Twelve Thousand Seven
Hundred and Twenty -Two Dollars and Twenty -Five cents ($12,722.25), to A.M. Cohen Temple,
Church of God in Christ, Inc. to underwrite costs associated with the Program located at 1747
N.W. 3rd Avenue, Miami, Florida 33136.
Section 3. The Executive Director is authorized to negotiate and execute all documents
necessary, all -in forms acceptable to the General Counsel for said purpose.
Section 4. The Executive Director is authorized to disburse funds, at his discretion, on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
Section 5. Funds to be allocated from SEO PW Tax Increment Fund, entitled "Other
Grants and Aids," Account Code No. 10050.920101.883000.0000.00000.
Section 6. This Resolution shall become effective immediately upon its adoption.
