HomeMy WebLinkAboutR-22-0433City of Miami Resolution R-22-0433 Legislation File Number: 12687 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 11/17/2022 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "2022 BJA FY 22 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM — TECHNOLOGY MODERNIZATION PROJECT"; AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF JUSTICE ASSISTANCE IN THE AMOUNT OF $236,246.00, WITH NO LOCAL MATCH REQUIRED; AUTHORIZING THE CITY MANAGER TO APPROPRIATE SAID AWARD TO THE MIAMI POLICE DEPARTMENT TO PROVIDE FUNDING FOR PLANNING, EVALUATING, AND IMPLEMENTING THE TECHNOLOGY MODERNIZATION PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AWARD AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE GRANTOR; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR OTHER DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE GRANT. SPONSOR(S): Commissioner Christine King WHEREAS, the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance ("BJA") has awarded the City of Miami ("City") a grant in the amount of $236,246.00, with no required local match ("Grant'), to provide the Miami Police Department ("MPD") funding for planning, evaluating, and implementing a project to support the replacement of outdated computer desktops, monitors, and laptops; and WHEREAS, the Grant will be used by MPD to support the implementation of the Technology Modernization Project; and WHEREAS, this technological enhancement will provide MPD with the data, analysis, planning, and management resources critical to the success of combatting crime, providing timely response, ensuring public safety, and communication; and WHEREAS, the Grant has a performance end date of September 30, 2025; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: 2022 BJA FY 22 Edward Byrne Memorial Justice Assistance Grant (JAG) Program RESOURCES: Department of Justice/Office of Justice Programs, Bureau of Justice Assistance $236,246.00 APPROPRIATION: Technology Modernization Project $236,246.00 Section 3. The City Manager is authorized' to accept the Grant from BJA in the amount of $236,246.00, with no local match required, to provide funding to MPD for planning, evaluating and implementing the Technology Modernization Project. Section 4. The City Manager is authorized' to execute a Grant agreement, in substantially the attached form. Section 5. The City Manager is further authorized' to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City attorney, to implement the acceptance and administration of the Grant. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i • na i ndez, City Attor i ey 11/6/2022 ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
