CIP RESOLUTION NO. 22-005
A RESOLUTION OF THE CIVILIAN INVESTIGATIVE
PANEL OF THE CITY OF MIANH, FLORIDA,
APPROVING THE APPOINTMENT OF RODNEY W.
JACOBS, JR., JD, NIPA, MPH, AS EXECUTIVE
DIRECTOR; APPROVING AND AUTHORIZING THE
TERM SHEET WITH MR. JACOBS FOR SERVICE AS
THE EXECUTIVE DIRECTOR; AND PROVIDING FOR
AN EFFECTIVE DATE
WHEREAS, the Miami Civilian Investigative Panel of the City of Miami, Florida
("CIP"), is a duly constituted entity within the City of Miami ("City") having such power and
authority conferred upon it by Section 51 of the City Charter and Section 11.5 of the City Code;
and
WHEREAS, Section 51(B) of the City Charter requires that there shall be an Executive
Director of the CIP, who shall serve the Chief Executive Officer of the CIP; and
WHEREAS, Section 11.5-34(a) of the City Code, as amended, provides that the CIP
office shall be headed by a full-time professional Executive Director with education or
experience in criminal justice who is appointed by and subject to removal by the CIP, with the
approval of the City Commission; and

WHEREAS, the CIP created a selection search committee in accordance with its bylaws
in order to conduct a national search for an Executive Director; and
WHEREAS, the CIP Search Committee met various times from April — August of 2022
in order to consider and interview numerous applicants for the position of Executive Director.
WHEREAS, on August 5, 2022, at a special meeting, the CIP Search Committee
selected Mr. Rodney W. Jacobs, Jr. from the candidates for Executive Director and to
recommend the appointment of Mr. Jacobs as Executive Director to the full panel of the CIP; and
WHEREAS, on October 18, 2022, at a special meeting, the CIP selected Mr. Rodney W.
Jacobs, Jr. to serve as Executive Director; and
WHEREAS, the CIP finds that the employment term sheet with Mr. Jacobs as Executive
Director, attached as Exhibit "A" (the "Term Sheet"), is fair and provides reasonable
compensation for Mr. Jacobs to serve as Executive Director, subject to adherence with all City
policies and procedures during the term of his appointment; and
WHEREAS, the CIP finds that it is in the best interests of the CIP to approve the
appointment of Mr. Jacobs as Executive Director, and approve and authorize the Term Sheet
with Mr. Jacobs to serve as Executive Director; and
WHEREAS, the CIP hereby directs staff to forward this resolution and Term Sheet to
the City Commission for its approval in accordance with Section 11.5-34(a)(1) of the City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CIVILIAN INVESTIGATIVE
PANEL OF THE CITY OF MIAMI, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The above recitals are true and correct and incorporated into this
Resolution by this reference.

Section 2. Approval of Appointment. The CIP hereby approves the appointment of
Mr. Rodney W. Jacobs, Jr. as the Executive Director of the CIP, subject to approval by the City
Commission. The appointment of Mr. Jacobs shall be effective on the date this Resolution is
passed and adopted by the CIP.
Section 3. Approval of Term Sheet. The CIP finds that the Term Sheet with Mr. Jacobs,
attached as Exhibit "A," is reasonable and appropriate and is hereby approved, subject to approval
by the City Commission.
Section 4. Application of Salary Increase. The salary listed in the Term Sheet will be
retroactively paid to the date in which this Resolution is approved by the CIP, notwithstanding
the effective date of this Resolution.
Section 5. Effective Date. This Resolution shall take effect immediately upon adoption by
the CIP and subsequent approval of the appointment by the City Commission.

Term Sheet of Salary and Benefits for Rodney W. Jacobs Jr.

Salary
$150,000 Annually (payable biweekly), effective
upon approval of this term sheet by the CIP.
The same as granted to the members of classified

or unclassified service, whichever is higher.
Automobile Allowance
$500 per month
Cellular Phone Allowance
$100 per month
Leave Time
Vacation
20 days per year, with additional annual days
being made available based on term of service in
accordance with City policy.'
Sick
96 hours per year
Holidays
11 days per year
Unused Leave Time at Separation
At the time of honorable separation, the
Executive Director shall receive payment of all
unused vacation and sick leave in accordance
with City policy.
Insurance
Health/Vision/Dental
Executive benefit plan. Enrollment is optional but
waiver form must be completed if declined.
Vision benefits with no deductible.
Dental benefits with no calendar year limit. The
City pays 100% of the family or single premium.
Life
2x Annual Salary rounded to the highest
$1,000.00, with the City paying 100% of the
premium.
Accidental Death and Dismemberment Insurance
2x Annual Salary rounded to the highest
$1,000.00, with the City paying 100% of the
premium.
Long Term Disability
City Pays 100% of premium. In case of disability,
60% of monthly salary will be paid, not to exceed
$5,000.00 per month.
1 / Pursuant to the City's Human Resources Department, as of September 21, 2022, Mr. Jacobs is presently
eligible for 24 vacation days per year based on his service time with the CIP to date.
