Re: Local match funding letter for Connecting Miami: I-395 Underdeck, Heritage
Trail and Open Space
Dear Secretary Buttigieg:
On behalf of the City of Miami executive leadership, I am pleased to submit this match funding
letter to the Reconnecting Communities Pilot (RCP) Discretionary Grant Program for the
Connecting Miami: 1-395 Underdeck, Heritage Trail and Open Space project. By submission
of this letter, the City of Miami commits to contributing up to $10.8 million, subject to approval
by the City Commission, to help satisfy the local matching share requirement of no less than 20
percent of eligible activity costs.
Miami is being transformed with the reconstruction of the I-395 overpass and construction of a
new iconic bridge that will allow for the connection of fast-growing urban neighborhoods: Historic
Overtown, Downtown Miami, Arts & Entertainment District, Wynwood, and
Edgewater/Midtown. Overtown is a historic Black neighborhood in Miami, whose prosperity was
diminished after a major expansion of Interstate 95 in the 1950s and 1960s divided the area and
displaced thousands of residents. The Underdeck, an urban open space which will be located below
I-395, will play a key role in reconnecting Overtown and transform I-395 from a feature that
divides the City to one that unifies neighborhoods.
