HomeMy WebLinkAboutR-22-0414City of Miami Resolution R-22-0414 Legislation File Number: 12644 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 10/27/2022 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT FUNDING IN THE AMOUNT OF $1,173,322.73, WITH A REQUIREMENT FOR CITY OF MIAMI ("CITY') MATCHING FUNDS OF $117,332.27 FOR A TOTAL OF $1,290,655.00, FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY, DEPARTMENT OF HOMELAND SECURITY ("FEMA") FOR THE PERIOD BEGINNING SEPTEMBER 22, 2022, THROUGH SEPTEMBER 21, 2024, FOR THE PURPOSE OF DELIVERING SAFETY AND SURVIVAL TRAINING TO 796 MEMBERS OF THE DEPARTMENT OF FIRE -RESCUE ("TRAINING') AND TO PURCHASE SUPPLIES AND MATERIALS ("SUPPLIES") FOR THE CONSTRUCTION OF FIRE SCENARIO PROPS TO BE UTILIZED FOR SAID TRAINING ("GRANT"); ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM FISCAL YEAR 2021"; APPROPRIATING FUNDS IN THE AMOUNT OF $1,290,656.00, CONSISTING OF 1,173,322.73 OF GRANT FUNDING AND $117,332.27 OF CITY MATCHING FUNDS FROM ACCOUNT NUMBER 11000.184010.481000.0000.00000; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND COMPLIANCE WITH SAID GRANT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of $1,173,322.73 ("Grant") for the period beginning September 22, 2022, through September 21, 2024, from the Federal Emergency Management Agency ("FEMA"), United States Department of Homeland Security("DHS"), Grants Program Directorate ("GPD"); and WHEREAS, as stipulated in the Grant, the Department of Fire -Rescue will utilize said funds to deliver 20 hours of standardized Safety and Survival Training to 796 members and to purchase supplies and materials for the construction of fire scenario props to be utilized for said training; and WHEREAS, the Grant requires matching funds from the City in the amount of $117,332.27; and WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept the Grant, establish a Special Revenue Account, and further authorize the City Manager to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance and compliance with said Grant; City of Miami Page 1 of 2 File ID: 12644 (Revision:) Printed On: 111812022 File ID: 12644 Enactment Number: R-22-0414 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept the Grant in the amount of $1,173,322.73 from FEMA. Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Assistance to Firefighters Grant Program Fiscal Year 2021 RESOURCES: FEMA, DHS, GPD $1,173,322.73 City Matching Funds from Acct. #11000.184010.481000.0000.00000 $117,332.27 APPROPRIATIONS: $1,290,655.00 Section 4. This appropriation is contingent upon final Grant approval by FEMA, DHS, and the City Manager's acceptance thereof. Section 5. The City Manager is further authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance and compliance with the Grant. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i ft6ria i "ndez, City Attor iey 10/10/2022 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 If the mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
