A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO ADOPT A POLICY TO REQUIRE CITY OF MIAMI ("CITY") CAPITAL
PROJECTS THAT ADDRESS STORMWATER MANAGEMENT OR FLOOD
MITIGATION TAKE INTO CONSIDERATION AND ADDRESS, AS APPROPRIATE
AND AS REASONABLY FEASIBLE, HEAT MITIGATION, HEAT AND STORMWATER
MONITORING, GREENHOUSE GAS REDUCTION, AND FUTURE MOBILITY WITH
AN EMPHASIS ON NON -CARBON -EMITTING MODES OF TRANSPORTATION;
FURTHER, IN ORDER TO IMPLEMENT THIS POLICY, DIRECTING THE CITY
MANAGER TO REQUIRE THE FOLLOWING FOR APPROPRIATE CITY CAPITAL
PROJECTS: THAT NATURE-BASED/LOW-IMPACT DEVELOPMENT BE
INCORPORATED IN THE SCOPE OF WORK ("SOW'), THAT A LANDSCAPE
ARCHITECT WITH NATURE -BASED INFRASTRUCTURE EXPERIENCE AND
PERSONNEL WITH ADAPTATION PLANNING EXPERIENCE BE INCLUDED IN THE
PERSONNEL QUALIFICATION SECTION OF THE SOW, AND THAT WATERFRONT
EDGE DESIGN GUIDELINES ("WEDG") AND ENVISION CERTIFICATION
GUIDELINES BE CONSIDERED IN CITY CAPITAL PROJECT DESIGN.

GUIDELINES BE CONSIDERED IN CITY CAPITAL PROJECT DESIGN.
WHEREAS, climate change, population growth, and urbanization have exacerbated the
impacts of flooding, storm surge and extended periods of high heat on people, property, mobility
and quality of life; and
WHEREAS, the City of Miami ("City") recently updated its stormwater masterplan; and
WHEREAS, recommendations from the stormwater masterplan will lead to significant
investment in the City's stormwater infrastructure; and
WHEREAS, investment in stormwater infrastructure presents an opportunity for
innovation in preparing the City for future climate -related hazards and impacts; and
WHEREAS, the City seeks to capitalize on economic, social, and environmental co -
benefits of nature -based infrastructure; and
WHEREAS, Envision Certificate Guidelines can be used as guidance to help the City
implement more sustainable, resilient, and equitable City projects, and Miami -Dade County is
currently requiring county infrastructure be Envision Silver certified; and
WHEREAS, Waterfront Edge Design Guidelines ("WEDG") can be used as guidance to
help the City enhance waterfront resilience, reduce coastal climate risks, and
maximize social and ecological benefits at the water's edge; and
WHEREAS, the Resilient305 strategy, the Miami Forever Climate Ready Strategy, and
the City's updated stormwater Masterplan call for integration of natural infrastructure; and
WHEREAS, pursuant to Section 2-1271 and Section 2-1275(a)(11) of the Code of the
City of Miami, Florida, as amended ("City Code"), the Climate Resilience Committee ("CRC'),
serving in its advisory capacity to the City Commission, recommended that the City adopt such
policy; and
WHEREAS, the City Commission has determined that it is in the best interest of the
City and its residents for the City to adopt such policy;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby directs the City Manager to adopt a policy to
require City capital projects that address stormwater management or flood mitigation, take into
consideration and address, as appropriate and as reasonably feasible, heat mitigation, heat and
stormwater monitoring, greenhouse gas reduction, and future mobility (with an emphasis on
non -carbon -emitting modes of transportation).
Section 3. In order to implement this policy, the City Commission hereby directs the City
Manager to require the following for appropriate capital projects: that nature-based/low-impact
development be incorporated in the scope of work ("SOW'), that a landscape architect with
nature -based infrastructure experience and personnel with adaptation planning experience be
included in the personnel qualification section of the SOW, and that WEDG and envision
certification guidelines be considered in City capital project design.
Section 4. This Resolution shall become effective immediately upon its adoption.
