AN ORDINANCE OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
NAMING THE PARCEL OF LAND CONSISTING OF APPROXIMATELY 58
ACRES OF LAND WITHIN THE PROPERTIES APPROXIMATELY LOCATED
AT 1400, 1500, 1550, 1600, 1800, AND 1822 NORTHWEST 37 AVENUE,
MIAMI, FLORIDA, AS MORE PARTICULARLY DESCRIBED IN EXHIBIT "A",
ATTACHED AND INCORPORATED, AS "JORGE MAS CANOSA PARK";
AMENDING CHAPTER 38/ARTICLE I OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED, TITLED "PARKS AND RECREATION/IN GENERAL,"
BY CREATING SECTION 38-33, TITLED "NAMING OF JORGE MAS CANOSA
PARK"; FURTHER DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL
ACTIONS NECESSARY TO EFFECTUATE THE NAMING OF THE PARK,
CONTAINING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN
IMMEDIATE EFFECTIVE DATE.

WHEREAS, the City of Miami ("City") owns a parcel of land consisting of approximately
58 acres of land contained within the properties located at 1400, 1500, 1550, 1600, 1800, and
1822 NW 37 Avenue, Miami, Florida, as more particularly described in Exhibit "A", attached and
incorporated, to be developed into a park ("Park"); and
WHEREAS, the Park does not include the park spaces currently known as Grapeland
Heights Park or Grapeland Water Park; and
WHEREAS, the boundaries of the Park may be subject to change based on the City's
needs; and
WHEREAS, Jorge Mas Canosa ("Mas Canosa"), was a Cuban -American businessman
who dedicated his life to advocating for the overthrow of communism in Cuba; and
WHEREAS, though penniless when exiled from Cuba, Mas Canosa went on to found the
Cuban American National Foundation, one of the most effective Cuban American organizations
advocating for a free and democratic Cuba, and MasTec, Inc., a Coral Gables based,
multinational, engineering and construction firm that is currently the largest, Hispanic -owned
company in the United States; and
WHEREAS, Mas Canosa was an activist and a driving force behind the establishment of
Radio and TV Marti, broadcasting the truth about Castro -communism and its repression of
human rights in Cuba; and

WHEREAS, three United States Presidents sought Mas Canosa's advice on Cuban
Affairs to such an extent that Mas Canosa is considered to have been involved in most of the
United States' policy toward Cuba; and
WHEREAS, Due to his strong political stance and influence, Mas Canosa was viewed by
many as the leader of the Cuban people's opposition to the Castro -communist regime; and
WHEREAS, the City Commission wishes to honor Mas Canosa because of his
significant efforts to combat communism in Cuba and the support provided to exiles living in the
United States, along with his great love for Miami and his many contributions to our City;
WHEREAS, the City Commission has determined that it is appropriate for the Park to be
named "Jorge Mas Canosa Park";
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Chapter 38/Article I of the Code of the City of Miami, Florida, as amended, is
further amended as follows:'
"CHAPTER 38
PARKS AND RECREATION
ARTICLE I. IN GENERAL
Sec. 38-33. Naming of Jorge Mas Canosa Park.
a. The land consisting of approximately 58 acres of land contained within properties
located at 1400, 1500, 1550, 1600, 1800, and 1822 Northwest 37 Avenue, Miami,
Florida, as more particularly described in Exhibit "A," attached and incorporated, shall be
named the "Jorge Mas Canosa Park. The boundaries of the Park may be subject to
change based on the City of Miami's needs."

Section 3. The City Manager is directed to take any and all actions necessary to
effectuate the naming of the Park.
Section 4. If any section, part of a section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Words/and or figures stricken through shall be deleted. Underscored words and/or figures shall be
added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted
and unchanged material.

Section 5. This Ordinance shall become effective immediately after final reading and
signature of the Mayor.2

2 This Ordinance shall become effective as specified herein unless vetoed by the Mayor within ten (10)
days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City Commission or upon the effective date stated
herein, whichever is later.
