A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE CITY MANAGER TO
ACCEPT A DONATION FROM THE WYNWOOD BUSINESS IMPROVEMENT DISTRICT
("WYNWOOD BID") IN THE AMOUNT OF ONE HUNDRED EIGHTY-ONE THOUSAND, THIRTY-
FOUR DOLLARS AND THIRTY-SEVEN CENTS ($181,034.37) TO ESTABLISH A SPECIAL
REVENUE PROJECT TITLED "THE WYNWOOD BID SECURITY SYSTEM" ("PROJECT");
ALLOCATING SAID FUNDS TO THE MIAMI POLICE DEPARTMENT'S ("MPD") SPECIAL
REVENUE FUND ACCOUNT NUMBER 12000.191501.466000.0.0 FOR THE PROVISION OF
FORTY-EIGHT (48) SECURITY CAMERAS AND TWO (2) LICENSE PLATE READERS,
INCLUDING SOFTWARE LICENSING, MAINTENANCE, INSTALLATION OF ALL HARDWARE
WITHIN THE WYNWOOD BID AREA, AND INTEGRATION INTO MPD'S REAL TIME CRIME
CENTER; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF
POLICE TO APPROVE THE EXPENDITURE OF FUNDS ALLOCATED TO THE PROJECT AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, FOR THE DISPERSAL OF PROJECT FUNDS.

WHEREAS, the Wynwood Business Improvement District ("Wynwood BID") seeks to increase public
safety and the quality of life for business owners and visitors to the businesses within the Wynwood BID area;
and
WHEREAS, at the February 20, 2019 meeting of the Wynwood BID, the Board of Directors unanimously
approved a motion to donate funds to the City of Miami ("City") to be deposited into the Miami Police
Department's ("MPD") Special Revenue Account for the purpose of establishing a Special Revenue Project
titled the "Wynwood BID Security System" ("Project"); and
WHEREAS, the Wynwood BID approved an allocation of one hundred eighty-one thousand, thirty-four
dollars and thirty-seven cents ($181,034.37) to be utilized by MPD for the provision of forty-eight (48) security
cameras and two (2) license plate readers to be installed, within the Wynwood BID area by an existing City
vendor; and
WHEREAS, the acceptance of the Wynwood BID's donation to establish the Project will expand MPD's
Real Time Crime Center capabilities and provide additional resources in an effort to curtail or prevent crime in
the Wynwood BID area and/or allow MPD to utilize the system as an investigative tool for violent crimes, such
as: robberies, assaults, burglaries, and other offenses specific to the Wynwood BID area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by
reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized[1] to accept a donation from the Wynwood BID in the
amount of one hundred eighty-one thousand, thirty-four dollars and thirty-seven cents ($181,034.37) for the
Project.
Section 3. The City Manager is authorized' to allocate said funds to MPD's Special Revenue Fund
Account Number 12000.191501.466000.0.0 to be utilized by MPD for the provision of forty-eight (48) security
cameras and two (2) license plate readers, including software licensing, maintenance, and installation of all
hardware within the Wynwood BID area and integrating into MPD's Real Time Crime Center.
Section 4. The City Manager is further authorized' to designate the Chief of Police to approve the
expenditure of funds and execute any and all necessary documents, all in a form acceptable to the City
Attorney, for the disbursal of Project funds.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of the
Mayor. [2]
[ 1 ] The herein authorization is further subject to compliance with all requirements that may be imposed by the City
Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions.
[2] If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it
was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the
veto by the City of Miami Commission.

one hundred eighty-one thousand, thirty-four dollars and thirty-seven cents ($181,034.37) to the City of Miami
("City") to be utilized by the Miami Police Department ("MPD") for the purchase of forty-eight (48) security
cameras and two (2) license plate readers installed within the Wynwood BID area; and
WHEREAS, on October 11, 2019, the Wynwood BID's Board of Directors approved an additional funding
amount of one hundred seventeen thousand, nine hundred ninety-nine dollars and eighty-one cents
($117,999.81) to be utilized for the purchase of thirty-three (33) cameras and one (1) license plate reader from
an existing City vendor to be installed as part of the phase two expansion of the security camera network
("Project") within the Wynwood BID area; and
WHEREAS, the acceptance of this additional donation will be beneficial to the City by providing the MPD
with additional resources in an effort to curtail or prevent crime in the Wynwood BID, including but not limited to
robberies, assaults, and burglaries;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

sites. At this time, the Wynwood BID is requesting to donate the money to the City of Miami

Good morning Sgt and All:
I was thinking over the weekend about our camera project and I realized it makes the most
sense for PD to coordinate the contribution of the Wynwood BID to the City of Miami for
$250,000 donation for Wynwood's camera network.
This fiscal year, we have run into an abundance of applicable income that qualifies for
camera expenditures and there is no guarantee next year the BID would receive an
abundance like this year, thus we need to coordinate the donation through Commission way -
way before 9/30/22.
If we can place on agenda during the summer for a quick approval by Commission we would
be in better shape time -wise. In theory maybe cameras can be up by December 2022 if parts
and equipment are subject to trade delays.
