HomeMy WebLinkAboutPre-LegislationCity of Miami - Resolution R-22-0255 Legislation File Number: 12248 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 7/19/2022 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING AND AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL ACTION TO NEGOTIATE AND, TO THE EXTENT POSSIBLE, EXECUTE A SISTER CITY AGREEMENT ESTABLISHING A RELATIONSHIP WITH IRPIN, UKRAINE. SPONSOR(S): Commissioner Ken Russell WHEREAS, on June 9, 2022, the City of Miami ("City") adopted Resolution No. R-22- 0219, directing the City Manager to establish a program that would lawfully direct any firearms received through a City's gun buyback event to Ukraine for defense against the Russian invasion; and WHEREAS, the city of Irpin, Ukraine ("Irpin") became the site of a battlefield engagement during the Kyiv offensive and has been designated a Hero City of Ukraine by the Ukrainian government for its people's actions against the Russian Invasion; and WHEREAS, the City and Irpin, on the basis of friendly cooperation, equality and mutual benefit, wish to develop a sister cities relationship to promote and broaden economic cooperation and cultural exchanges; and WHEREAS, the City and Irpin declare their intention to promote exchanges in such fields as science, technology, arts, culture, and any other areas that will contribute to the prosperity and the further development of friendship between the people of the City and Irpin; and WHEREAS, with the military conflict and humanitarian crisis still lingering throughout the Ukraine, including Irpin, the partnership intended under this sister city relationship is to first prioritize the collection and donation of resources for those in need and consistent with Resolution No. R-22-0219; and WHEREAS, the City wishes to form closer bonds with Irpin and wishes to continue its support and assistance of Ukraine; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The City Manager is directed and authorized' to take any and all action to negotiate and, to the extent possible, execute a sister city agreement establishing a relationship with Irpin, Ukraine. Section 3. This Resolution shall become effective immediately upon its adoption. City of Miami Page 2 of 2 File ID: 12248 (Revision:) Printed on: 812912022 City of Miami Resolution R-22-0219 Legislation File Number: 12110 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 6/9/2022 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL ACTION TO ENSURE THAT WEAPONS RECEIVED THROUGH THE CITY OF MIAMI'S GUN BUY-BACK PROGRAM ARE DIRECTED TO UKRAINE FOR THE DEFENSE AND LIBERATION OF UKRAINIAN PEOPLE AGAINST THEIR RUSSIAN INVADERS, SUBJECT TO ALL APPLICABLE LAW, RULES, AND REGULATIONS. SPONSOR(S): Commissioner Ken Russell WHEREAS, the City of Miami's ("City") population consists of diasporas of people who fled petty tyrants and their criminal regimes; and WHEREAS, the City wishes to see all peoples free of authoritarianism and oppression; and WHEREAS, the Ukrainian people are currently suffering under a brutal invasion perpetrated by a tyrant with no regard for human life or dignity; and WHEREAS, the Ukrainian people have stood in defiance against their Russian invaders; and WHEREAS, the free world has joined together to ensure that this resurgent would-be evil empire has been stopped once and for all; and WHEREAS, the City has an existing gun buy-back program where weapons are turned in to the City of Miami Police Department for destruction; and WHEREAS, the City wishes to assist those brave men and woman who fight for liberty against their oppressors; and WHEREAS, the City wishes to ensure that the weapons received through the City's Gun Buyback program are used in the Ukrainian people's struggle against it's oppressor, subject to all applicable law, rules, and regulations; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to take any and all action to work with federal authorities to ship any functional weapon received through the City's Gun Buyback program to Ukraine for use in the conflict against the Russian invasion, subject to all applicable law, rules, and regulations.
