DEPARTMENT AND ELIGIBLE FOR DESTRUCTION ARE INSTEAD DIRECTED TO

A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO TAKE ANY AND ALL ACTION TO ENSURE THAT ANY FUNCTIONAL
WEAPONS DONATED OR IN THE CUSTODY OF THE MIAMI POLICE
DEPARTMENT AND ELIGIBLE FOR DESTRUCTION ARE INSTEAD DIRECTED TO
IRPIN, UKRAINE, SUBJECT TO ALL APPLICABLE LAWS, RULES, AND
REGULATIONS, FOR THE DEFENSE AND LIBERATION OF UKRAINIAN PEOPLE
AGAINST THEIR RUSSIAN INVADERS.
WHEREAS, the people of Ukraine continue to suffer months after the brutal invasion
perpetrated by a tyrant with no regard for human life or dignity; and
WHEREAS, the City of Irpin, Ukraine ("Irpin") became the site of a battlefield
engagement during the Kyiv offensive has been designated a Hero City of Ukraine by the
Ukrainian government for its people's actions against the Russian Invasion; and
WHEREAS, on June 9, 2022, the City of Miami ("City") adopted Resolution No. R-22-
0219, directing the City Manager to establish a program that would lawfully direct any weapons
received through a City's gun buyback event to Ukraine for defense against the Russian
invasion; and
WHEREAS, on July 19, 2022, the City adopted Resolution No. R-22-0255, directing and
authorizing the City Manager to take any and all action to negotiate and execute a sister city
agreement establishing a relationship with Irpin; and
WHEREAS, in addition to the firearms received through a City's gun buyback
events, the Miami Police Department ("MPD") has custody of weapons and firearms that were
recovered as lost, abandoned, discarded, seized and unclaimed, or donated to the City from
local units of government or its law enforcement agency with the intent of directing the weapons
to Ukraine through the City; and
WHEREAS, the weapons donated or in the custody of MPD are useless or unfit for
use by law enforcement personnel and will ultimately be processed for destruction but may be
suitable to Ukraine for use in the conflict against the Russian invasion; and
WHEREAS, with the military conflict and humanitarian crisis still lingering throughout the
Ukraine, including Irpin, the partnership intended under the sister city relationship, was to
prioritize the collection and donation of resources for those in need and consistent with
Resolution No. R-22-0219; and
WHEREAS, the City wishes to continue gathering available resources in support and
assistance to the brave men and woman of Ukraine who fight for liberty against their
oppressors;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is directed to take any and all action to ensure that any
functional weapons donated or in the custody of MPD and eligible for destruction are instead
directed to Ukraine subject to all applicable laws, rules, and regulations for the defense of the
Ukrainian people against their Russian invaders.
Section 3. This Resolution shall become effectively immediately upon its adoption.
