(FOCAL) and $210,000 to Martin Luther King Economic Development Corporation (MLKEDC), from District 5, Commissioner King — Four Fifth Waiver FROM: Lillian Blondet REFERENCES: Director, Office of Grants Administration ENCLOSURES: BACKGROUND Foundation of Community Assistance and Leadership, Inc. (FOCAL) is a not for profit company that focuses on assisting those in need of educational assistance. The organization provides educational, vocational, and social services to individuals and families of predominately low income communities. The funding will be utilized for the FOCAL Moore Park Learning Center Program. The program will aid 150 residents between the ages of 5 and 18 through their free academic support, professional development, employment opportunities, and college readiness. Martin Luther King Economic Development Corporation (MLKEDC) is a not for profit company, which is seeking funding for the MLKEDC Kitchen Incubator. The program aims to allow program participants to continue delivering catering services and meals to 10,000 City of Miami residents, including Seniors, at lowered costs. The funds will help to reduce the costs associated with maintaining the kitchen incubator. As the Organizations are familiar with the needs of the community and the district, it would be advantageous for the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the Organizations will allow local residents to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive scaled bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding pf he dame to he City Commission for ratification by a four -fifths vote is respectfully requested.
