StevenJ. Heixriquez, CPA Dear Director Woods:
Treasurer
The Black Archives Historic Lyric Theater Cultural Arts Complex mission is to promote and
celebrate the rich black history and culture of the South Florida community, while providing training
Karen Rundlet and jobs through programming at this regional tourist destination in Miami's historically black
Overtown community. With the Historic Lyric Theater being the anchor and. driving force to the
DorodtyJexxkuxs Fields, revival and redevelopment of this once -vibrant community, there has been significant growth and
Ph.D. overall activity in this community through your work as Director. Your continued support allows for
the Black Archives Historic Lyric Theater to continue implementing programming that brings
roughly 20,000 residents and tourist together in the Overtown annually.
Stephen Joluxson, Esq.
Through programming activities that range from entertainment, exhibitions, education, and
research at the Black Archives Historic Lyric Theater, we have been able to train and provide
AtuireaJ. Pelt-Ttxomtott numerous Overtown residents with employment. We are pleased with the programming success
supported by the SEOPW CRA, and would like to continue that success by increasing the activity
N Patrick Range 11, Esq. at the Historic Lyric Theater to produce more positive media, resulting in more jobs for its residents.
In effort to create the necessary programming that will serve as the catalyst for the revitalization of
Garth C. Reeves the "Little Broadway" era in the Southeast Overtown area, we have partnered with HipRockStar
Advertising and Marketing Firm, which has changed the dynamic and public perception of
Overtown through Black Archives activities, and now we are adding to programming by initiating a
Carole Aim Taylor joint programming partnership with Headliner Market Group to reach a broader audience. This will
enable the Black Archives to bolster our employment ability through year round programming and
events at the Black Archives Historic Lyric Theater for residents. In effort to fulfil this planned
programming expansion, the Black Archives has outlined and requested a grant in the amount of
2.2 million (2,200,000.00) dollars from the SEOPW CRA based on the projected budget. This is
Founder needed subsidy as detailed through management studies of the target area for Black Archives
Historic Lyric Theater operational needs, will increase quality programming, over more dates, with
DorolhyJetxkins Fields, stronger community programming access to the facility, as well as include restoration work needed
Ph.D. for the Historic Dorsey House.
Executive Director However, understanding the climate of securing public funds, we are open to adjusting our request
to contend with the increased request funding. Our request is in three option (a) approval of the full
Timothy A. Barher request of funding ($2.2 mil), (b) reduced funding request which covers new extended
programming request of ($1.628 mil), or (c) renewal of existing grant in the amount of ($765K). Be
advised that option (c) does not included new additional year round programming that would
increase residential hiring capacity building and additional programmatic. AI options includes the
restoration of the Historic D. A. Dorsey House. If you have any questions, please do not hesitate to
contact me. Thank you again for your continued support.

Black Archives presents LYRIC LIVE
Lyric Live is a monthly amateur night showcase presented at the Black Archives Historic Lyric Theater Cultural Arts
Complex in Miami's Overtown neighborhood. Hosted by a local comedian, the interactive show format allows the
audience to choose the winner with a round of applause, and less favored performers danced off the stage by an
authentic Bahamian Junkanoo band. Each month, winners are awarded a $500 prize, chance to compete the following
month to defend their title, and a spot in the season -ending Lyric Live Allstars edition. Lyric Live showcases Miami's
emerging performing artists while contributing to the reactivation of the Overtown entertainment district through

V. PLANNING CONTEXT
Present Trends and Conditions:
The D.A. Dorsey House has been vacant for numerous years and has/It
ergone
severe deterioration. It is further threatened by vandalism and arson ipresent
location and condition.
The Metro -Dade Office of Community and Economic Developm t has awarded
a grant to the Black Archives, History, and Research Foundatio ,Incto study the
feasibility of restoration and adaptive reuse of the house./relimin*ary structural
investigations have shown that much of the building materi beyond repair and
would require replacement.
The house is located within the Southeast Overtown development Area, which
is slated for redevelopment with public assist ce through tax increment
financing. The block in which the Dorsey House s located is proposed for new
housing development. The owners wish to have e Dorsey House moved, so that
the land will be available for redevelopment.
Conservation Objectives:
The Southeast Overtown ReclevelopmiYfit Plan calls for the D.A. Dorsey House to
be moved from its present locatio to a public plaza area located along a
principal pedestrian access corrid to the Overtown Metrorail Station. This new
location would be acceptable cause it is within the small neighborhood of its
original location, and becaus the structure would receive maximum security,
public exposure, and use w' in the activity area generated by the Metrorail
Station.
As an alternative, the ..A. Dorsey House could be retained on its original site,
provided that approp to use and security could be arranged.
These conservatio objectives can best be achieved by maintaining the present
zoning of the operty, requiring only the review of physical changes to the
property.
