G.P City of Miami * I•: Dill y Legislation ° Resolution: R-15-0331 File Number: 15-00907 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 7/23/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ENDORSING THE RICKENBACKER PARK PROJECT A/K/A "PLAN Z" FOR THE CITY OF MIAMI, AS DESCRIBED IN "EXHIBITA", ATTACHEDAND INCORPORATED; SUPPORTING ITS VISION AS PRESENTED, COORDINATING WITH AGENCIES TO MOVE THE PROJECT FORWARD, AND REQUESTING THAT THE PROJECT BE BROUGHT BACK TO THE CITY COMMISSION DURING THE EARLY DESIGN TO ALLOW FOR INPUTAND COMMENT. WHEREAS, a grassroots project proposal has developed to enhance the causeway and roadways connecting the City of Miami ("City") and the Village of Key Biscayne to create safer conditions for cyclists, pedestrians, and motorists, and to substantially increase green space between the City and the Village of Key Biscayne; and WHEREAS, the under-utilized open and green space surrounding and encompassing the corridor connecting the City and the Village of Key Biscayne should be designated as a Miami -Dade County ("County") park, reimagined as a grand urban park, and renamed from Hobie Beach to Rickenbacker Park; and WHEREAS, with a significant increase in the number of cyclists and pedestrians utilizing the Rickenbacker Causeway for both recreational and transportation purposes, and in light of the recent tragic deaths of cyclists Walter Reyes, Aaron Cohen, and Christophe LeCanne in the last five (5) years, the Rickenbacker Causeway should be reconfigured with traffic -calming devices and modern and safe amenities for pedestrians and cyclists; and WHEREAS, the County should study and adopt a policy that will ensure the transition of the Rickenbacker Causeway from being a multi -lane, high speed, highway -like environment to a grand boulevard for motorists, better amenities for pedestrians and cyclists, including more and improved crosswalks and physical and visual separation of motorists from bicyclists and pedestrians wherever feasible, and increased surrounding green space for all users; and WHEREAS, the reconfiguration of the Rickenbacker Causeway as Rickenbacker Park, as proposed in "Plan Z", will enhance connectivity by and between South Miami Avenue, Miami, Florida, the current South Bayshore Drive reconstruction, the anticipated Commodore Trail reconstruction in Coconut Grove, and the anticipated Underline Project, creating a safe and sustainable corridor for cyclists, pedestrians as well as the motoring public; and WHEREAS, the reconfiguration of the Rickenbacker Causeway as Rickenbacker Park, as proposed in "Plan Z", will also enhance connectivity with mass transit, including connecting to bus -stops, the City of Miami's trolley system, and the Metrorail and Metromover, thereby providing better access to the County's public transportation network; and WHEREAS, the County should immediately pursue the implementation of a "pilot project" to assist in determining the feasibility of implementing "Plan Z" for the City, including employing improved City of Miami Page I of 2 File Id: I5-00907 (Version: 1) Printed On: 513112022 File Number: 15-00907 Enactment Number: R-15-0331 signage, paint striping, and installing temporary physical barriers separating motorists from bicyclists and pedestrians in order to immediately increase safety for all users of the Rickenbacker Causeway, and also to facilitate the reconfiguration of the Rickenbacker Causeway as a more pedestrian and bike -friendly environment; and WHEREAS, within one (1) year, the County should provide an update on the success of the "pilot project," and move to immediately fund and implement the full build out of the "Plan Z" vision; and WHEREAS, this program shall be undertaken at no cost to the City; NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Miami City Commission endorses the Rickenbacker Park Project a/k/a "Plan Z" for the City, as described in "Exhibit A", attached and incorporated, supporting its vision as presented, coordinating with agencies to move the project forward. Section 3. The Miami City Commission requests that the project be brought back to the City Commission during the early design to allow for input and comment. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {1) Footnotes: {1 } If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
