HomeMy WebLinkAboutCRA-R-21-0046Southeast Overtown/Park West Community Redevelopment Agency Legislation CRA Resolution: CRA-R-21-0046 File Number: 10967 Final Action Date:10/28/2021 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING RATIFICATION OF A GRANT TO COMMUNITY AWARENESS CONSTRUCTION SERVICES, LLC, IN AN AMOUNT NOT TO EXCEED $125,000.00, TO UNDERWRITE COSTS ASSOCIATED WITH THE CONSTRUCTION TRAINING PROGRAM FOR HOMELESS RESIDENTS AT THE CAMILLUS HOUSE; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; FUNDING SUBJECT TO THE AVAILABILITY OF SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY FUNDS, FROM ACCOUNT 10050.920101.883000.0000.00000 — SEOPW — OTHER GRANT AND AIDS. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is responsible for carrying out Community Redevelopment activities and projects within its redevelopment area in accordance with the 2018 Southeast Overtown/Park West Redevelopment Updated Plan (the "Updated Plan"); and WHEREAS, under Florida Statutes, Section 163.340(9) of the Community Redevelopment Act, (the "Act"), "community redevelopment means projects of a ... community redevelopment agency in a community redevelopment area for the elimination and prevention of the development or spread of slum and blight"; and WHEREAS, Community Awareness Construction Services ("CACS"), is a construction compliance and consulting firm that provides a range of services including several construction trade certifications, job recruitment and placement, and wage mandate compliance and monitoring; and WHEREAS, CACS will administer a construction training program at the Camillus House ("Camillus") from October 18, 2021 — January 17, 2022 for positions as Construction Craft Laborer Levels 1 and 2, (the "Program"); and WHEREAS, Camillus will provide Program participants with shelter, food, and a weekly stipend of $160.00. Participants will also receive social services and financial management classes, and successful graduates will be offered employment with the SEOPW CRA development partners; and WHEREAS, CACS has received a funding commitment from the Office of the Mayor of the City of Miami (the "Mayor's Office") for $125,000.00 to take effect at a later date; and City of Miami Page 1 of 3 File ID: 10967 (Revision:) Printed On: 1212012021 File ID: 10967 Enactment Number: CRA-R-21-0046 WHEREAS, to ensure continuity of services to Program participants, the SEOPW CRA only seeks authorization for this grant now until the Mayor's Office's funding takes effect; and WHEREAS, upon receipt of the Mayor's Office's funds, CACS shall reimburse the SEOPW CRA for any amounts received under this grant, and this grant shall be terminated, and. WHEREAS, Section 2, Goal 4 on page 10 of the 2018 Southeast Overtown/Park West Community Redevelopment Agency Updated Plan (the "Updated Plan") lists the "creati[on of] jobs within the community..." as a stated redevelopment goal; and WHEREAS, Section 2, Goal 6, on page 10 of the 2018 Southeast Overtown/Park West Community Updated Redevelopment Agency Plan (the "Updated Plan"), lists the "[i]mprove[ment of] the [q]uality of [I]ife for residents" as a stated redevelopment goal; and WHEREAS, Section 2, Principle 4, on page 13 of the Updated Plan provides that "employment opportunities be made available to existing residents ..." as a stated redevelopment principle; and WHEREAS, Section 2, Principle 6, on page 14 of the Updated Plan provides that to "address and improve the neighborhood economy and expand economic opportunities of present and future residents and businesses[,] ... [it is necessary to] support and enhance existing businesses ... that provide needed services and economic opportunities" as a stated redevelopment principle; and WHEREAS, the Board of Commissioners wishes to authorize the issuance of a grant to Community Awareness Construction Services, LLC, in an amount not to exceed $125,000.00, to underwrite the costs associated with the construction training program until it receives its funding from the Mayor's Office; and WHEREAS, the Board of Commissioners finds that authorizing this Resolution would further the SEOPW CRA redevelopment goals and objectives. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Commissioners hereby authorizes the issuance of a grant to Community Awareness Construction Services, LLC, in an amount not to exceed $125,000.00, to underwrite the costs associated with the construction training program. Section 3. The Executive Director is authorized to execute all documents necessary for said purpose. Section 4. The Executive Director is authorized to disburse funds, at his discretion, on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. The funding for this project is subject to the availability of the Southeast Overtown/Park West Community Redevelopment Agency funds, account 10050.920101.883000.0000.00000 — SEOPW - Other Grant and Aids. Section 6. This Resolution shall become effective immediately upon its adoption.
