11. SIGNIFICANCE
The Bayside Nstoric District is significant In the hislorlcal, cultural, and architectural
heritage of the Clly of AAlaMI. This neighborhood reflects the Citys development
from the formafive years of the early 1900s through the nnid 1940s. Once a part of
the pioneer settlement of Lemon City, Bayside contains the oldest Intact
community in Northeast Miami, as well as one of this area's Iasi remaining boyfront
estates. The visual composition of the district's buildings represents a diversify of
architectural styles. Including Frame Vernacular. Mediterranean Revival, Art Deco,
d and Streamline Moeme. From Its onset, Bayside was the home of many
prominent residents who played significant roles in the business life of both Lemon
City and Mkrrii.

These subdivisions Include Elmira(N.E, 681h Street), which was platted In 1909;

Acadia (N.E. 70th Sheet). which was platted In 1915: Baywood (N.E. 69th Street and
the south side of N.E. 71 st Sheet(, which was platted In 1921 and added to in 1924:
and Washington Place (NE. 72nd Street and the north side of N.E. 71st Skeet(,

which was platted in 1925.
Houses constructed in Bayside reflect the diversity, direction, and taste of
individual residents as well as the architectural eclecticism prevalent in the early
twentieth century. The earlier buildings in the district are Frame Vernacular, with
several examples of early bungalows. Houses built in the 1920s are generally
Mediterranean Revival in style, while structures built in the 1930s and 1940s are
frequently Art Deco. Bayside also features a number of excellent examples of
other architectural styles, including Mission, Streamline Moderne, and Florida
Ranch. Other structures, best described as Masonry Vernacular, add to the area's
architectural diversity.
In 1909, William B. and Fred C. Miller (not reloted) subdivided a seven acre
bayfront lot on todays N.E. 68th Skeet. The Millers had come to Rorido in the late
I8li0s from Burka. New York and had developed Ei rskArch

Their new subdivision was named Eirnira, and ooEtic Imestone gates announced
the enhance to the new community, The Millen said the lots for $100 each. mostly
to Bmka families. Families often purchased two or more lots to allow room for both
a house and fruit grove. Residents had access to the bay, where a clack.

club comprised of subdivision residents.
While much of what was Leman City has been engulfed by later developments,
Bmko has remained virtually intoct. Although many of its houses have
deteriorated, and newer buildksgs have been added. the skeet retains much of its

Vernacular buildings. many of which were Inspired by Northern architectural styas
The Bmka Club at 742 N.E. 68th Street, for example. has Dutch Colonial Reveal
Influences. while other houses display classical details. The majority of houses were
constructed In the 1910s.
The Acadia subdrAslon was plotted in 1915 by the Realty Secu nitres Corporation
and George E. Merrick. Although the subdivision evokes the memory of
Longfellow with such names as Acadkan Way. Evangeline Circle. Tropical Troll, or
Bayside Historic District's Gem:

regulatory for the Historic Preservation Tax
Incentives program The Guidelines for
Rehabilitating Historic Buildings and the
Guidelines on Sustainability for Rehabilitating
Historic Buildings, which assist in applying the
Standards, are advisory.
New additions, exterior alterations, or related new
construction shall not destroy historic materials that
characterize the property. The new work shall be
differentiated from the old and shall be compatible with
the massing, size, scale, and architectural features to
protect the historic integrity of the propejU and its

Secretary's Standards for Rehabilitation
The following Standards for Rehabilitation are the criteria used to determine if a rehabilitation project
qualifies as a aertifiied rehabilitation. The intent of the Standards is to anist the long-term preservation of a
property's significance through the presan moon of historic materials and features. The Standards pertain to
historic buildings of all materials, construction types, sizes. and occupancy and encompass the exterior and
the interior of historic buildings. The Standards also encompass related landscape features and the
buildings sate and environment, as wall as attached, adjacent, or related new construction To be certified,
a rehabilitation project must be determined by the Secretary to be consistent with the historic character of
the stnacture(s) and, where applicable. the district in which it is looted. The Following Standards an to be
applied to specific rehabilitation projects in a reasonable manner, taking into consideration economic and
technical feasibility
1. A property shall be used for its historic purpose or be placed in a new use that requires minimal change
to the defining charactensncs of the building and its site and environment.
i. The historic character of a property shall be retained and preserved. The removal of historic materials or
ahernion of features and spaces that characterize a property shall be avoided.
3. Each property shall be recognized as a physical record of its time, place, and use. Changes that create a
Ilse sense of historical development, such as adding conjectural features or architectural elements from
other buildings, shall not be undertaken.
♦. Most properties change over time: those changes that have acquired historic significance in then own
right shall be retained and preserved.
5. Distinctive features, Finishes, and construction techniques or examples of craftsmanship that
characterize a historic property shall be preserved.
6. Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration
requires replacement of a distinctive feature, the new feature shall match the old in design, colm
texture. and other visual qualities and, where possible, materials. ReDlscement of missing features shall
be substantiated by documentary, physical, or pictorial evidence.
7. Chemical or physical treatments, such as sandblasting, that cause damage to historic materials shall not
be used. The surface cleaning of structures, il'appropriate. shall be undertaken using the gentlest
means possible.
S. Significant archeological resources affected by a project shall be protected and preserved. If such
resources must be disturbed, mitigation measures shall be undertaken.
9. Naw additions exterior ahentions, or related new construction shall not destroy historic materials that
characterize the property. The new work shall be differentiated from the old and shall be compatible
with the massing, size, sole, and architectural features to protect the historic integrity of the property
and its environment.

Staff Recommendation: Approval with Conditions
The Applicant's Letter of Intent, from June 1, 2021, justifies subdividing the two vacant
lots for economic feasibility to successfully reconstruct the Prescott Mansion. The
proposed redevelopment supports the original Mediterranean Revival architectural style
while introducing a group of new structures in a tropical deconstructivism style. The
proposed residential structures are fragmented for the purpose of various floor levels,
maximum bay views, and incorporation of various landscape features. The overall design
proposal is meant to comply with floodplain regulations "to ensure the longevity of the
structure and proactively address sea level rise." The most recent Letter of Intent purports
that new design modifications draw inspiration from architectural characteristics of the
Bayside Historic District as well as the Prescott Mansion.

Request: Approve Appeal with Conditions
Proposed Conditions:
1. The massing of the proposed homes shall be reduced in accordance with
the July 28 Revised Concept Plans.
2. The height of the proposed homes shall be reduced in accordance with the
July 28 Revised Concept Plans.
3. The setbacks of the proposed homes shall be increased in accordance with
the July 28 Revised Concept Plans.
4. The entrances on 72 Street shall be located as shown in the July 28 Revised
Concept Plans.
S. The architecture of the proposed homes shall reflect Mid -Century styling
as shown in the renderings of the July 28 Revised Concept Plans.
6. Berrring shall be introduced generally in accordance with July 28 Revised
Concept Plans, provided that stormwater retention and detention
minimum requirements are satisfied.
7. The lots shall be sized and configured as shown in the July 28 Revised
Concept Plans.
8. Conditions 1 through S and 7 through 11 of the updated Application Staff
Analysis shall be complied with and are incorporated herein.
9. The re -plat of the Property shall include the following plat restriction "The
general public shall have a perpetual easement for immediate entry,
continued access, and right of way to the common driveway shown as
