Purpose of Item:
To approve to fund eligible portions of the Department of Human Services programs
and services helping with employment and economic development through ARPA
funds. Funding will enhance day care services, transportation options for employment
and workforce development support like certifications, trainings, apprenticeships, and
small business navigation and support in all five districts.
Background of Item:
ARPA is a historic emergency financial relief and investment package that addresses
the unprecedented public health and economic crisis of the Novel Coronavirus
("COVID-19") pandemic. The City's Department of Human Services aims to improve the
delivery of human services to economically disadvantaged families and individuals
within the City. The department will receive $2,150,000 from ARPA funding.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ALLOCATION AND APPROPRIATION OF AMERICAN RESCUE
PLAN ACT OF 2021 ("ARPA") FUNDS, IN AN AMOUNT NOT TO EXCEED TWO
MILLION ONE HUNDRED FIFTY THOUSAND DOLLARS ($2,150,000.00) TO THE
DEPARTMENT OF HUMAN SERVICES ("DEPARTMENT"), TO FUND THE ARPA-
ELIGIBLE PORTIONS OF THE DEPARTMENT'S PROGRAM AND SERVICES, AS
DESCRIBED IN EXHIBIT "A", ATTACHED AND INCORPORATED HEREIN,
PROVIDED THAT THE ALLOCATION AND APPROPRIATION ARE APPROVED IN
WRITING BY THE CITY OF MIAMI'S ("CITY") ARPA CONSULTANT ("CONSULTANT
APPROVAL"), WHICH HAS BEEN RETAINED BY THE CITY PURSUANT TO
REQUEST FOR QUOTATION NO. 1431386-1 FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO COMPLIANCE
WITH ALL APPLICABLE FEDERAL, STATE OF FLORIDA, LOCAL, AND CITY LAWS,
RULES, AND REGULATIONS, FOR SAID PURPOSE.
WHEREAS, the City of Miami's ("City") Department of Human Services ("Department")
aims to improve the delivery of human services to economically disadvantaged families and
individuals within the City; and
WHEREAS, the Department acts as a gateway to self-sufficiency with a goal of
streamlining efforts to promote and communicate citizen's awareness of available programs
while increasing the overall delivery of services ("Goal"); and
WHEREAS, there is a strong need to continue the Department's Goal by funding the
Programs and Services, as described in Exhibit "A", attached and incorporated, which include
Certifications and Trainings for Employment, On -the -Job Training & Apprenticeships, the
Workforce Navigators Readiness Program, Small Business Navigators, Day Care Program,
Transportation, Gift Card Program, and Computer Lab Proposal (collectively, "Programs"), all
currently being operated by the Department; and
WHEREAS, on March 11, 2021, President Joseph R. Biden signed the American
Rescue Plan Act of 2021 ("ARPA") into law; and
WHEREAS, ARPA is a historic emergency financial relief and investment package that
addresses the unprecedented public health and economic crisis of the Novel Coronavirus
("COVID-19") pandemic; and
WHEREAS, on June 24, 2021, the City accepted sixty-eight million eight hundred
nineteen thousand seven hundred eight dollars and fifty cents ($68,819,708.50) from the United
States Department of the Treasury pursuant to Resolution No. R-21-0268, and the City expects
to receive an additional allocation of sixty-eight million eight hundred nineteen thousand seven
hundred eight dollars and fifty cents ($68,819,708.50) in ARPA funds in the year 2022 for a total
amount of one hundred thirty-seven million six hundred thirty-nine thousand four hundred
seventeen dollars ($137,639,417.00); and
WHEREAS, pursuant to Request for Quotation ("RFQ") No. 1431386, the City obtained
Atkins, member of the SNC-Lavalin Group, as its ARPA consultant ("City's Consultant"); and
WHEREAS, the City's Consultant supports effective management and oversight of
ARPA funding, including consultation for ensuring compliance with legal, regulatory, and other
requirements; and
WHEREAS, the City's Consultant shall provide prior written approval of this allocation;
and
WHEREAS, the City Commission wishes to allocate and appropriate ARPA funds in an
amount not to exceed two million one hundred fifty dollars ($2,150,000.00) ("Funds") to the
Department for the Funds to be used in accordance with the Programs as described in Exhibit
"A", attached and incorporated; and
WHEREAS, ARPA funds must be obligated by December 31, 2024, and must be spent
by December 31, 2026; and
WHEREAS, this allocation shall be in compliance with all applicable Federal, State of
Florida, local, and City laws, rules, and regulations, including but not limited to ARPA
(collectively, "Law");
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The allocation and appropriation of Funds to the Department is approved for
the Programs and described in Exhibit "A", attached and incorporated.
Section 3. Subject to the receipt by the City Manager of the City's Consultant's
Approval, the City Manager is authorized' to negotiate and execute any and all necessary
documents, amendments, extensions, and modifications, all in forms acceptable to the City
Attorney, subject to compliance with the Law, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
