AUTHORIZING THE CITY MANAGER TO APPROVE A MODIFICATION IN THE
PROPOSED PROJECT BY COMMUNITY DEVELOPMENT GROUP, INC., A
FLORIDA CORPORATION ("DEVELOPER"), ON THE CITY OF MIAMI ("CITY")
OWNED PROPERTY LOCATED AT 6820 NW 17 AVENUE, MIAMI, FLORIDA, AS
MORE PARTICULARLY DESCRIBED IN EXHIBIT "A," ATTACHED AND
INCORPORATED, FROM AN AFFORDABLE HOMEOWNERSHIP PROJECT TO AN
AFFORDABLE RENTAL HOUSING FOR ELIGIBLE LOW TO MODERATE INCOME
PERSONS, FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR SAID PURPOSE.
Background of Item:
On March 12, 2020, pursuant to Resolution No. 20-0069 the City Commission
authorized the transfer, with affordable housing restrictions and automatic reverted
provisions, of the City -owned property located at 6820 NW 17 Avenue, Miami, Florida to
Community Development Group, Inc. for the development of affordable homeownership
("Project") for eligible residents whose annual income is equal to or less than eight
percent (80%) of area median income ("AMI") as published annually by the United
States Department of Housing and Urban Development ("HUD").
On February 28,2022, the Department of Housing and Community Development
received a letter from Community Development Group, Inc., requesting a change to the
project of the City -owned property located at 6820 NW 17 Avenue, Miami, Florida.
The Developer was unsuccessful in obtaining financing for the development of the
proposed project as a homeownership project due to the cost which will not be
affordable to low-income residents and is offering to move forward with the rehabilitation
of the property as affordable rental housing project for eligible low to moderate income
persons.
The City's Administration recommends the approval of a modification in the proposed
Project by Community Development Group, Inc., on the City -owned parcel from an
affordable homeownership project to an affordable rental housing for eligible low to
moderate income persons.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO APPROVE A MODIFICATION IN THE
PROPOSED PROJECT BY COMMUNITY DEVELOPMENT GROUP, INC., A FLORIDA
CORPORATION, ON THE CITY OF MIAMI ("CITY") OWNED PROPERTY LOCATED
AT 6820 NORTHWEST 17 AVENUE, MIAMI, FLORIDA, AS MORE PARTICULARLY
DESCRIBED IN EXHIBIT "A," ATTACHED AND INCORPORATED, FROM AN
AFFORDABLE HOMEOWNERSHIP PROJECT TO AFFORDABLE RENTAL HOUSING
FOR ELIGIBLE LOW TO MODERATE INCOME PERSONS; FURTHER AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE.
WHEREAS, on March 12, 2020, pursuant to Resolution No. R-20-0069, the City
Commission authorized the transfer, with affordable housing restrictions and automatic reverter
provisions, of the City -owned property located at 6820 Northwest 17 Avenue, Miami, Florida
("Property") to Community Development Group, Inc., a Florida corporation ("Developer'), for the
development of affordable homeownership housing for eligible residents whose annual income
is equal to or less than eight percent (80%) of area median income as published annually by the
United States Department of Housing and Urban Development ("Project"); and
WHEREAS, the Property is currently under contract; and
WHEREAS, on February 28, 2022, the Department of Housing and Community
Development received a letter from the Developer requesting a change to the Project; and
WHEREAS, the Developer was unsuccessful in obtaining financing for the development
of the proposed Project as a homeownership project due to the cost, and Developer is offering
to move forward with the rehabilitation of the Property as an affordable rental housing project for
eligible low to moderate income persons; and
WHEREAS, the City's Administration recommends the approval of a modification in the
Developer's proposed Project from an affordable homeownership project to affordable rental
housing for eligible low to moderate income persons;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to modify the Developer's proposed Project
on the Property from an affordable homeownership project to affordable rental housing for
eligible low to moderate income persons.
Section 3. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, all in forms acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
