City Manager - Acceptance of HUD Funds FY2022-2023 Purpose of Item: AUTHORIZING ACCEPTING UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD") ENTITLEMENT GRANT FUNDS, IN THE TOTAL AMOUNT OF $22,574,609.00 FOR THE FOLLOWING PROGRAMS IN THE FOLLOWING AMOUNTS: (1) $5,450,794.00 FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PROGRAM, (2) $3,938,299.00 FOR THE HOME INVESTMENT PARTNERSHIPS ("HOME") PROGRAM, (3) $12,707,276.00 FOR THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM, AND (4) $478,240.00 FOR THE EMERGENCY SOLUTIONS GRANTS ("ESG") PROGRAM FOR FISCAL YEAR 2022-2023; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. Background of Item: The United States Department of Housing and Urban Development ("HUD") provides to the City of Miami ("City") entitlement grants annually for Community Development Block Grant ("CDBG") program, Home Investment Partnerships ("HOME") program, Housing Opportunities for Persons with AIDS ("HOPWA") program, and Emergency Solutions Grants ("ESG") program. On May 17, 2022, HUD announced it will grant funds to the City for Fiscal Year 2021- 2022 in the following amounts for the following programs: (1) $5,450,794.00 for the CDBG program, (2) $3,938,299.00 for the HOME program, (3) $12,707,276.00 for the HOPWA program, and (4) $478,240.00 for the ESG program. The City's Administration recommends accepting HUD entitlement grant funds in the total amount of $22,574,609.00 for the stated programs for Fiscal Year 2022-2023. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Grant funds from HUD in the total amount of $22,574,609.00 for the following programs in the following amounts are accepted for Fiscal Year 2022-2023: (1) $5,450,794.00 for the CDBG program, (2) $3,938,299.00 for the HOME program, (3) $12,707,276.00 for the HOPWA program, and (4) $478,240.00 for the ESG program. Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, in a form acceptable to the City Attorney, for said purpose. ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 &ina City Httor ey 6/2112022 Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
