A JOINT RESOLUTION OF THE BOARDS OF
DIRECTORS OF THE SOUTHEAST OVERTOWN/
PARK WEST AND OMNI REDEVELOPMENT
DISTRICT COMMUNITY REDEVELOPMENT
AGENCIES ("CRAS") ESTABLISHING THE
FRINGE BENEFITS TO BE RECEIVED BY FULL-
TIME GENERAL EMPLOYEES OF THE CRAS.
WHEREAS, the full-time general employees of the
Southeast Overtown/Park West and Omni Redevelopment
District Community Redevelopment Agencies ("CRAs") render
valuable service to the CRAB; and
WHEREAS, the Boards of Directors of the Southeast
Overtown/Park West and Omni Redevelopment District
Community Redevelopment
Agencies
desire to
define the
fringe benefits to be
received
by full-time
general
employees of the CRAB.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARDS OF
DIRECTORS OF SOUTHEAST OVERTOWN/PARK WEST AND THE OMNI
REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCIES OF
THE CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in
the Preamble to this Resolution are adopted by reference
and incorporated herein as if fully set forth in this
Section.
Section 2. The fringe benefits to be provided to
full-time general employees of the CRAB shall be as per the
attached exhibit "A".
Section 3. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 27th day of October, 2003.

ATTACHMENT "A"
Full -Time General Employee Fringe Benefits
Medical/Dental: CPA pays for employee - 90 day service
waiting period.
Vision: Combined as part of medical/dental.
Pension (401A): After one year of employment CPA to
contribute 5% of base salary; employee
may contribute up to 15% of their base
salary.
Cell Phone: At Executive Director's discretion;
based on employee's function within the
Agency.
Vacation: 7 hours per month of service; accrual
rate to increase 1 hour for each year
of service after first year up to a
maximum of 11 hours per month (5 year
service cap).*
Sick Leave: Accrue at 8 hours per month.
Paid Holidays: 11 days per year - to coincide with the
City of Miami.
Accidental Death/
Dismemberment: Non -Contributory; up to $35,000, per
employee. 90 day service waiting
period.
Life Insurance: Non -Contributory; up to $35,000 per
employee. 90 day service waiting
period.
* Existing employees will retain their current accrual rate
until the start of their third year of service.

RECOMMENDATION:
It is recommended that the CRA Board of Directors adopt the
attached joint resolution establishing the fringe benefits for
CPA full-time general employees.
JUSTIFICATION:
The CRAB have been operating without a formalized statement of
the fringe benefits to be received by full-time general
employees. The attached joint resolution establishes the
fringe benefits to be received by the full-time general
employees of the CRAB.
FUNDING SOURCE: No additional fiscal impact above FY 104
approved budget.
