SEOPW/CRA R- 0 3 e 83 is A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY RATIFYING THE ACTIONS OF THE EXECUTIVE DIRECTOR IN ENGAGING ENCORE SERVICES, INC. ON AN EMERGENCY BASIS TO PROVIDE SHORING AND STABILIZATION AT THE WARD ROOMING HOUSE, 249-51-53-55 N.W. 9th STREET, AT A- COST NOT TO EXCEED $19,800.00; FUNDS TO BE ALLOCATED FROM SEOPW TIF FUND, ACCOUNT CODE NO., 689001.550108.6.270. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA"), pursuant to Resolution No. SEOPW/CRA R-00-133, is in the process of acquiring clear title to the property known as the Ward Rooming House, 249- 51-53-55 N.W. 9th Street, Miami, Florida; and WHEREAS, the structure is in a deteriorated state and required shoring on an emergency basis to prevent imminent collapse and possible injury to the public; and WHEREAS, the Board of Directors wishes to ratify the actions of the Executive Director in engaging Encore Services, Inc. on an emergency basis to provide shoring and stabilization at a cost not to exceed $19,800.00. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors hereby ratifies the actions of the Executive Director in engaging Encore Services, Inc. on an emergency basis to provide shoring and stabilization at the Ward Rooming House at cost not to . exceed $19,800.00. Section 3. Funds are to be allocated from SEOPW TIF Fund, "Professional Services - Other," Account Code No. 689001.550108.6.270. Section 4. Teele And Members of the CPA Board From: Fran Rollason Executive Director Date: SEP 2 9 2`003 File: Subject: Recommendation to Ratify Emergency Action taken by Executive Director RE: Shoring of Ward Rooming House References: Enclosures: Resolution RECOHNENDATION: It is recommended that the Board of Directors of the Southeast Overtown/Park West Community Redevelopment Area ratify the emergency actions taken by the Executive Director on August 6, 2003 to issue a Work Order and on August 19, 2003, a Notice to Proceed to Encore Services, Inc. as the only responsible bidder to provide shoring and bracing of the existing structure located at 249 NW 9th Street, known as the Ward Rooming House, for an amount of $19,800.00. JUSTIFICATION: Deterioration of this property is now accelerating at a rapid rate. There are various opinions among professional engineers who have examined the property as to whether it can be saved economically; cost being no object as a criteria, anything`is possible. There are concerns that if restoration were to begin -`,the structure may still collapse during the necessary shifting required to' -bring the building walls into plumb (vertically str ight) since an d the tie beams within the structure are in severe deteriorated condition and the roof, including the roof support structure, is totally gone, the entire exercise of restoration may prove fatal. As a result of current conditions, we were unsuccessful in finding multiple firms willing to attempt even the shoring and bracing of this facility. Over the last couple of months as a result of heavy rains, the west wall has begun to move outward and its collapse is imminent barring any successful intervention. Therefore, I took the action to shore and brace what is remaining to at least allow R.J. Heisenbottle Architects to provide a Historic Architectural Building Survey (HABS) so that the building may be rebuilt to existing specifications should collapse occur or the decision made to demolish. A work order to perform the HABS was issued to Heisenbottle on August 20, 2003, by the Executive Director, at a cost of $4,500.00 plus expenses not to exceed $500.00. This emergency work order provides that the shoring and bracing will remain in place for a six month period allowing for final engineering assessment and an action plan decision. SEOPWICRA 00— 122 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY ("CIW) APPROVE THE PURCHASE OF THE WARD ROOMING DOUSE LOCATED AT 249 NW 2ND AVENUE, SUBJECT TO MINOR TITLE DEFECTS LISTED ON EXHIBIT "A", FOR A PURCHASE PRIOE NOT TO EXCEED $27,500 PLUS CLOSING COSTS. WHEREAS, the City of Miami approved and adopted the Southeast Overtown(Park West Community Redevelopment Plan pursuant to Resolution Nos. 82-755 and 85-1247 (the "Redevelopment Plan"); and WHEREAS, the CRA is responsible for carrying out community redevelopment activities and projects in the Southeast OvertownlPark West Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and WHEREAS, the CRA desires to approve the purchase of the Ward Rooming House located at 249 NW 2nd Avenue, subject to title defects listed on Exhibit "A' attached hereto in an amount not to exceed $27,500.00 plus closing costs, with the express understanding that except for the cost to secure the property, no further, funds will be expended to improve the property without further action of the Board. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1.
