SEOPW/CRA R-03- 53 TO INCREASE THE FUNDING FOR TECHNICAL ASSISTANCE BEING PROVIDED BY T.Y. LIN INTERNATIONAL/H.J. ROSS TO JACKSON SOUL FOOD, TWO GUYS RESTAURANT, AND JUST RIGHT BARBER SHOP BY $141,500.00 FOR A REVISED TOTAL OF $211,500.00; FUNDS TO BE ALLOCATED FROM FY'04 SEOPW TIF FUND, ACCOUNT CODE NO., 689001.550108.6.270. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities within the Southeast Overtown/Park West Redevelopment Area; and WHEREAS, the CRA entered into grant agreements to assist in the renovation and/or expansion of Jackson Soul Food, Two Guys Restaurant, and Just Right Barber Shop; and WHEREAS, the Board of Directors by resolution number SEOPW/CRA R-03-53, passed and adopted on May 19, 2003, authorized the Executive Director to enter into a contract with T.Y. Lin International/H.J. Ross to provide technical assistance including design and engineering, signed and SEOPW/ CRA Page 1 of 3 � 3 M sealed plans, and construction oversight for the renovation and/or expansion of Jackson Soul Food Restaurant, Two Guys Restaurant, and Just Right Barber Shop; and WHEREAS, additional work will be incurred in accomplishing the renovation and/or expansion contemplated by the grant agreements necessitating increases in the services being provided by T.Y. Lin International/H.J. Ross; and WHEREAS, the Board of Directors desires to increase the funding for technical assistance provided by the CRA to accomplish therenovation and/or expansion of the businesses. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors authorizes the Executive Director to increase the amount of the CRA's contract with T.Y. Lin International/H.J. Ross for technical services in connection with Jackson Soul Food SEOPW/CRA Page 2 of 3 Q- 79 Restaurant, Two Guys Restaurant, and Just Right Barber Shop by $141,500.00 to a total of $211,500.00. Section 3. Funds to be allocated from FY104 SEOPW TIF Fund, "Professional Services - Other," Account Code.No. 689001.550108.6.270. Section 4. Teele Pate: SEP ` 9 ' 00" File: And Members of the CRA Board ` Subject:Amend and SEOPW Resolution No. 03-53 From:®ranNl�llason References: Executive Director Enclosures: Resolution RECOMMENDATION: It is recommended that the Board of Directors for the Southeast Overtown/Park West Redevelopment Area approve the attached Amendment to SEOPW Resolution No. 03-53 which authorized technical assistance in.the form of design, engineering, plans preparation, permitting and inspections as well as construction oversight as the CRA's Representative for capital improvements, modifications, and renovations to Jackson Soul Food Restaurant, Two Guys Restaurant, and Just Right Barber Shop increasing the total amount of funding from $70,000.00 by $141,500.00 for a total of $211,500.00 broken out as follows: Jackson Soul Food Restaurant: from $37,000.00 to $140,000.00 Two Guys Restaurant from 18,000.00 to 50,100-.00 Just Right Barber Shop from 15,000.00 to 21,400.00 TOTALS: $70,000.00 to $211,500.00 JUSTIFICATION: This increase is required to allow for the increased scope of services to properly complete these three projects. The bulk of the increase ($103,000.00) is for Jackson Soul Food Restaurant and is required because of the magnitude of additional construction to enlarge both the kitchen and dining areas. Both Two Guys Restaurant and Just Right Barber Shop occupy the same building and it is necessary to replace the entire roof which was not contemplated in the original scope of work. In addition, Two Guys Restaurant has extensive ADA restroom issues and both Two Guys and Just Right have ADA access issues which must be addressed through design and engineering. WHEREAS, on June 29, 2000, the CRA Board of Director's approved SEOPW/CRA Resolution No. 00-74, authorizing the CRA to award supplemental grants to JSF, JRB, and TGR; and WHEREAS, in February 2001, these construction grant agreements between the CRA and JSF, FRB, and TGR were fully executed; and _SEOPW/CRA SEOPW/CRA Page 1 of 4 03- 79 03- 53 0 • • • WHEREAS, these -three businesses have received a total of $203,500.00-in Miami Action Plan (MAP) grant monies with which to purchase equipment to be installed when the construction is completed; and WHEREAS, two of -the businesses have already purchased their equipment and have stored it in boxes in their facilities due to the fact that no construction activity has commenced and only preliminary drawings have been obtained from the architectural firm hired by the CRA to provide signed and sealed plans to allow construction permitting to go forward; and WHEREAS, the final signed and sealed plans from the architectural firm will not be forthcoming in the near future and no longer meet the current code; and WHEREAS, the CRA does not desire to continue a relationship with this particular architectural firm; and WHEREAS, at the present time, the CRA does not have a current architectural firm contract in place with which to place this work order; and WHEREAS, the CRA's current Engineering Consultant, T.Y. Lin International/H.J. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors of the Southeast Overtown/Park West Community Redevelopment Agency, hereby, authorizes the Executive Director to enter into an agreement with T.Y. Lin International/H.J.
